Stronger winds and rain are expected along the southern coast.

First, let me explain the rain situation.

Yes, there is currently a heavy rain warning in effect for Gurye and Suncheon in South Jeolla Province, and the southern part of Jeju Island and mountainous areas, and a heavy rain advisory is in effect for some southern regions.
As of 1 p.m., a heavy rain advisory has been issued for the Seoul metropolitan area and Gangwon-do, effective at 3 p.m.
In areas where a special report has been issued, rather heavy rain of around 20 to 30 mm per hour is falling.
This is due to the strong influx of moisture left behind by Typhoon No. 14 ‘Pulasan’ heading towards China and moisture rising along the edge of the North Pacific High.
As cold air descends from the north, rain clouds accompanying the stationary front near North Korea are expected to gradually move south, bringing heavy rain to the central region in the afternoon.
Rain is expected to reach up to 300mm in the mountainous regions of Gangwon Province by the day after tomorrow, up to 250mm in the mountainous regions of Jeju Island, and up to 120 to 150mm in inland areas including Seoul.
In some areas, particularly, very heavy rain of up to 60 mm per hour is expected, accompanied by gusty winds, thunder and lightning.
As of 11:20, a ‘storm surge advisory’ has also been issued for Jindo, South Jeolla Province.
Caution is advised as the moon’s gravity will be strong until tomorrow, causing sea levels to rise significantly during high tide.
There are also concerns about landslide damage.
As of 10:30, the landslide crisis warning for the entire country except Jeju Island was raised from ‘attention’ to ‘caution’.
The rain will begin to gradually stop in the central western region tomorrow morning, and is expected to continue in Jeju Island until the evening.

The weakened tropical depression from Typhoon No. 14 ‘Pulasan’ is changing course from China and heading towards the southern coast?

Yes, that’s right.
The Korea Meteorological Administration held a briefing at 1:30 PM a little while ago and announced that Typhoon No. 14, Pulasan, is expected to weaken into a tropical depression in southern China and then move toward the southern coast of Korea.
Previously, it was predicted that the tropical depression would advance further into China, weaken, and then pass south of Jeju Island along the westerly winds.
However, the forecast has changed to show that the tropical depression will move slightly further north as it is blocked by dry air from the west, then change direction and pass over the southern coast.
Accordingly, the tropical low-pressure zone will gradually change into a temperate low-pressure zone and pass over the southern coast, compressing cold and warm air, which will lead to more precipitation and stronger winds.
The Korea Meteorological Administration has revised its forecast upwards for strong winds of 20 to 25 meters per second in Jeju and the southern coast between tomorrow and the day after, and for precipitation amounts centered on the southern coast to over 200 mm.
As the precipitation in the form of a stationary front is expected to pour down a large amount of rain due to the heat and water vapor from the tropical depression, special care is needed to avoid damage.
