There are many calls for President Putin to be punished as a war criminal for his attacks on civilians, but there is no way to force it.

The International Court of Justice (ICJ), a United Nations agency, is blocked by Russia’s veto, and the International Criminal Court (ICC), which has jurisdiction over war crimes, can proceed with trial only when Putin appears in court.

In December of last year, on the same day that President Zelensky, who had made a surprise visit to the United States, visited the US Congress and appealed for support, the US Senate passed a bill allowing the US to independently bring war crimes suspects to trial.

According to the ‘War Crimes Victims Justice Act’ enacted with full support from the ruling and opposition parties, the United States can punish the perpetrators of all war crimes committed around the world.
