[경제]’Korea’s largest reconstruction’ Dunchon Jugong construction was completely stopped… Why?

The reconstruction work of Dunchon Jugong Apartment in Seoul, which has a lot of furniture scheduled to move in, has been completely stopped.

This is because the new union side and the construction project group might not narrow the difference in their positions over the contents of the contract signed two years ago.

Correspondent Choi Ki-seong reported.

It is the site where a new apartment building with the highest 35 floors above ground and 12,000 households in 85 buildings was being built.

It is considered to be the largest reconstruction project in Korea, and now there are signs everywhere announcing the suspension of the construction.

[공사장 관계자 : 문만 지금 지키고 있는 거예요. 공사는 다 일절 안 하고 4개 회사 다 그런 상황이에요.]

The completion rate was 52%, and more than half of the construction was completed.

But now, not a single piece of equipment, such as a truck or crane, is moving.

As the union and the construction project team were in conflict, it became unclear when the completion date, which was scheduled for August 2023, would be.

The key issue is the contract for change of construction between the full-time union executive and the construction team in 2020.

It was raised by 560 billion won from the construction cost set at the 2016 general assembly, but the current executive has raised the issue.

There is a conflict between the union’s claim that the contract is invalid because it has many legal and procedural flaws and the position of the construction team that the construction has been carried out for nearly two years with the contents of the contract already changed.

The union warned that the contract might be terminated if construction was suspended for more than ten days.

The construction team is fighting once morest it, claiming that it has not received a single penny from the construction cost of 1.7 trillion won so far.

[시공사업단 관계자 : 일반 분양을 통한 분양 수익금을 시공사업단이 지급 받을 예정이었지만 분양이 늦춰짐에 따라서 현재까지 받은 공사비가 전무한 상황입니다.]

The city of Seoul also sent a coordinator, a mediator, to engage in talks regarding 10 times, but to no avail.

In the arbitration proposal, it is left to the judgment of the court as to whether the contract is valid or invalid.

However, the part where opinions are divided includes the content of seeking help from the Construction Dispute Mediation Committee of the Ministry of Land, Infrastructure and Transport.

As time goes on, the situation is not beneficial to the construction team as well as the 6,000 members of the union.

The general sale of regarding 4,700 households planned for the first half of this year has also been postponed without a promise.

The coordinator of the Seoul Metropolitan Government, who had started negotiations, told reporters that if both sides were willing to talk, they would arbitrate once more at any time.
