Although no documents have been released and some aspects of the “victory plan” have been classified as classified, Zelensky unveiled the outline of his plan yesterday Wednesday to the Ukrainian parliament after more than two and a half years of devastating war in his country. Here are the five main axes of this plan.

Zelensky yesterday urged his Western allies to invite Kiev to join NATO, as a key element of the Ukrainian president’s “victory plan” to end Russia’s invasion of the country.

“The first point is to invite NATO, already now (Russian President Vladimir) Putin should see that his geopolitical calculations are doomed to failure,” Zelensky noted during his speech to the Ukrainian parliament. Russia invaded Ukraine in February 2022 primarily to prevent a rapprochement between Kiev and NATO.

The second point mentioned by the Ukrainian president is a set of measures concerning the front, which today stretches from south-east to north-east Ukraine and the Kursk region of Russia. With a bigger army, more weapons and not counting casualties, Russia has been gaining the upper hand for a year now and is taking more and more territory.

A very important measure is to continue the operations of the Ukrainian forces on Russian territory, such as the August 6 surprise attack in the Kursk region.

Zelensky also again asked his partners for the lifting of “restrictions on the use of long-range weapons on all Ukrainian territory occupied by Russia and on Russian territory”, the continuation of Western aid for training and equipping “brigades reserve of the Ukrainian armed forces”, as well as the provision of “real-time satellite data”.

He also asked his Western allies to deploy non-nuclear deterrents in Ukraine and to give Kiev the ability to carry out strikes deep into Russian territory.

“Ukraine proposes to deploy on its territory a full set of non-nuclear strategic deterrence measures, which will be sufficient to protect Ukraine from any military threat from Russia,” he noted.

This point is detailed in a “confidential annex”, which was introduced in the US, Britain, France, Italy and Germany.

Putin had announced, however, even before Zelensky’s speech, that Russia reserved its right to respond with its nuclear missiles to conventional attacks.

The fourth point of the plan concerns the economic development of Ukraine.

Be it minerals or agricultural products, Zelensky praised the resources available on Ukrainian soil, noting that they could constitute a “multi-billion dollar” manna, open to Ukraine’s allies in the future.

It also provided for a “special agreement for the joint protection of critical resources” of Ukraine, as well as their joint exploitation with allies. And at this point there is also “secret annex”.

The fifth and last point concerns the post-war period. For this reason, the Ukrainian president plans to “replace certain military units” of the US in Europe “with Ukrainian units”, which will have rich experience against Russia.

After presenting his plan, the Kremlin accused the Ukrainian president of trying to “push” NATO member states “into direct conflict” with Moscow.
