In addition to military strength, Zelensky argues that Ukraine needs binding security guarantees as a prerequisite for engaging in peace talks.

“Right now we cannot be in NATO, but we can be invited to join NATO,” Zelensky asserted, indicating his intention to persuade U.S. President Joe Biden to support such an invitation. He believes that a formal invitation to join NATO would provide Ukraine with the necessary deterrents and assurances to participate in meaningful peace negotiations.
