Yogyakarta City Government Opens THR Complaint Post

The Yogyakarta City Department of Social Affairs, Manpower and Transmigration (Dinsosnakertrans) opened a complaints and consultation post regarding the 2024 Religious Holiday Allowance (THR) from March 11 to April 3 2024. Companies and industrial players are expected to prepare themselves to pay THR to workers or laborers according to provision.

Acting Mayor of Yogyakarta, Singgih Raharjo, said that the provision of religious THR is regulated in Law Number 13 of 2003 concerning Employment and Regulation of the Minister of Manpower (Permenaker) Number 6 of 2016 concerning religious THR for workers/laborers in companies. The Minister of Manpower also issued Circular Letter (SE) Number M/2/HK.04/III/2024 concerning the implementation of the provision of 2024 religious holiday allowances or THR for workers/laborers in companies.

“(THR) is paid no later than seven days before the religious holiday, in this case Eid al-Fitr,” explained Singgih.

Singgih emphasized that in accordance with the provisions of religious THR, it is given to employees/laborers who have worked for one month continuously or more. Including employees/labourers who have a working relationship with the employer based on an indefinite-time work agreement or a fixed-time work agreement.

According to SE Menaker, laborers who have worked for 12 months continuously or more are given THR equal to one month’s wages. Meanwhile, workers/labourers with one month of continuous work but less than 12 months are given proportionally by calculating work time divided by 12 months and multiplied by 1 month’s wages.

Head of the Yogyakarta City Social and Manpower and Transmigration Department, Maryustion Tonang, added that the implementation of THR this year is no different from last year. The legal basis regarding THR payments in 2024 is still the same as last year.

“I don’t think there is anything in principle because the legal basis is the same as last year. “For example, THR payments cannot be paid in installments and are paid a maximum of 7 days before the holiday,” explained Maryustion.

Workers can submit complaints by coming directly to the THR Complaint Post at the Yogyakarta City Dinsosnakertrans Office. THR complaints and consultations can also be made via email [email protected], or WhatsApp at 0878-3667-4992 and 0896-6865-0083. The 2024 THR complaint and consultation post has been integrated via the website

“For districts/cities, our job is to provide complaints and consultations. Supervision of authority from the provincial Manpower Office. “Maximum THR will be paid in the 7th day. If there is no follow-up, there will be monitoring steps by the provincial Manpower Office,” he added.

Last year, around 30 complaints and consultations were received at the Yogyakarta City Dinsosnakertrans THR Command Post. These complaints can be resolved.

Currently there are a total of around 1,700 companies in the city of Yogyakarta. He hopes that the company can pay THR according to the provisions. Company management and labor unions are also expected to be able to discuss with each other if there are problems related to THR.
