[The Epoch Times, August 17, 2024]The Cross-Strait Urban Planning Institute of Xiamen University in mainland China issued a document on the 5th, claiming that the unification timetable may be advanced at any time, and that it is imminent to prepare a plan for the CCP’s “total takeover of Taiwan.” However, the article was removed from the shelves after it was published. Searches for “Xiamen University” and “comprehensive takeover of Taiwan” on mainland Weibo did not find the article.

The Center for Strategic and International Studies (CSIS), a think tank in Washington, has preserved the article, translated it into English, and posted it on its official website. This article is also preserved on the overseas “China Digital Times” website.

An article titled “Start preparations for Taiwan takeover as soon as possible” by Xiamen University’s Cross-Strait Urban Planning Institute stated that as the U.S. election approaches, the CCP’s timetable for “unifying Taiwan” may be advanced at any time.

The article pointed out that unlike Hong Kong, Taiwan does not have the problem of “not changing for fifty years.” The article puts forward two suggestions: first, establish the (Chinese Communist Party) Central Taiwan Working Committee as soon as possible; second, establish a Taiwan governance pilot zone as soon as possible. The article also claimed that the Central Taiwan Working Committee’s only goal is to serve as a “shadow government” to enter Taiwan at any time to take over the power on the other side of the Taiwan Strait.

The article acknowledges that “Taiwan, as a relatively more developed economy than the mainland,” needs to deal with many of the problems that the mainland has rarely or even not encountered.

The article also suggested “gathering the anti-Taiwan independence forces on the island,” saying that the Taiwan Working Committee of the Central Committee of the Communist Party of China can integrate these forces into national behavior, and the anti-Taiwan independence forces will be systematized and institutionalized.

The article proposes to “establish a Taiwan governance pilot zone as soon as possible”, and the location can be chosen in Xiang’an District of Xiamen and Nan’an City of Quanzhou, which border Kinmen. Try to simulate the real Taiwan political structure in the region as much as possible. Policies and laws are based on the actual policies that Taiwan intends to adopt after reunification, ranging from the survival or abolition of the electoral system to the retention of simplified and traditional Chinese characters; as far as how to transition the currency, and as close as how to hand over teaching materials and teachers.

The article also claimed that Hong Kong, as a model model of one country, two systems, no longer has much convincing power on the island, and a new model needs to be set, and so on.
