At the Central Economic Work Conference held in Beijing from December 11 to 12, 2023, Chinese leader Xi Jinping left the meeting midway on the 12th and led senior officials to visit Vietnam. People familiar with the matter said that Xi Jinping’s visit to Vietnam was originally scheduled to take place from December 14th to 16th, but due to special reasons, it was moved forward to the 12th. Recently, some experts conducted a detailed analysis on this matter.

According to a report by The Epoch Times today (4th), Wang Juntao, a political scientist living in the United States, said that the actual reason for Xi Jinping’s sudden departure was dissatisfaction. The source of dissatisfaction is that all departments in China are complaining regarding economic problems, and the solutions proposed are all those of former Prime Minister Li Keqiang.

Li Keqiang’s economic policy is to basically synchronize the growth of residents’ income with economic growth; focus on expanding domestic demand, give priority to restoring and expanding consumption, and increase the income of urban and rural residents through multiple channels; deepen the reform of state-owned assets and state-owned enterprises, and improve the core competitiveness of state-owned enterprises. Li Keqiang’s strategy runs counter to Xi Jinping’s proposition of accelerating the construction of a modern industrial system.

Wang Juntao pointed out that Xi Jinping believes that although Li Keqiang is dead, his ghost still lingers, and both the State Council and the economic department use Li Keqiang’s plan to complain regarding him. In response to this situation, Xi Jinping felt that Prime Minister Li Qiang was unable to control the situation.

Wang Juntao said that Li Qiang may have thought that Li Keqiang was dead and might no longer exert influence, so he asked the State Council and the economic department to put forward Li Keqiang’s past claims. Wang Juntao analyzed that Li Qiang himself may also believe that as the economy continues to decline, scientific and technological innovation alone cannot improve the situation, and reforms must be carried out to improve people’s livelihood enterprises. Because his ideas were contrary to Xi Jinping’s, it was inconvenient for Li Qiang to mention them, so he asked his subordinates to put forward their opinions.

Wang Juntao said that when the two sessions concluded this year, Li Qiang did not hold a press conference, breaking the tradition of prime ministers attending the press conferences of the two sessions. In addition, Li Qiang did not participate in the China Development Forum in March this year, a symposium of foreign executives that is traditionally attended by the prime minister. Wang Juntao believes that this is related to Xi Jinping’s dissatisfaction with Li Qiang.

Wang Juntao pointed out that Xi Jinping may have felt that Li Qiang was still insufficient in eliminating Li Keqiang’s influence, so he gave him embarrassment and shame. Wang Juntao added that members of the Communist Party must write self-criticisms when something goes wrong. Li Qiang is still writing self-criticisms because of his poor performance, and he has not yet passed the review.
