The Eighth National Congress of the Disabled Persons’ Federation of the Communist Party of China concluded in Beijing on the morning of September 20. Yang Xiaodu, 70, a former member of the Political Bureau of the Communist Party of China and Executive Deputy Secretary of the Central Commission for Discipline Inspection, succeeded 79-year-old Deng Pufang as the honorary chairman, and 59-year-old Cheng Kai succeeded 68-year-old Zhang Haidi serves as chairman of the presidium.
This means that Deng Pufang has officially withdrawn from the Disabled Persons’ Federation, which he has controlled for more than 30 years.
Deng Pufang is the eldest son of the late CCP veteran Deng Xiaoping. He was persecuted and paralyzed during the Cultural Revolution. He founded the Disabled Persons’ Federation in the 1980s and served as vice chairman of the National Committee of the Chinese People’s Political Consultative Conference in 2008. He handed over the chairmanship of the Disabled Persons’ Federation to Zhang Haidi, who is also paralyzed in the lower limbs, and changed it to honorary chairman. According to the practice of the Chinese Communist Party, the chairman of the Disabled Persons’ Federation is in charge of practical matters, but the honorary chairman represents authority.

Does Yang Xiaodu, a non-disabled person, have special tasks as honorary chairman?
Yang Xiaodu, who took over as the honorary chairman of the Disabled Persons’ Federation, is from Shanghai. In 2007, Xi Jinping was transferred to the position of Secretary of the Shanghai Municipal Party Committee. At that time, Yang Xiaodu was already a member of the Standing Committee of the Shanghai Municipal Party Committee and Minister of the United Front Work Department, and was a member of Xi Jinping’s “team”.
After Xi Jinping officially came to power, Yang Xiaodu’s official career accelerated, and he was promoted to deputy secretary of the Central Commission for Discipline Inspection and then concurrently served as director of the Ministry of Supervision. Soon following, he was added to the post of director of the National Corruption Prevention Bureau. He later served as the first director of the National Supervisory Commission and entered the Politburo at the 19th National Congress of the Communist Party of China. He retired at this year’s Two Sessions.
Yang Xiaodu is not a disabled person, he is a close confidant of Xi Jinping, and he has an anti-corruption background. His appointment has attracted attention due to these factors.
The Disabled Persons’ Federation is a so-called mass organization of the Chinese Communist Party and is currently under the leadership of Cai Qi, Xi Jinping’s most important official.
Don’t underestimate the Disabled Persons’ Federation, there is also corruption. There are many competitions in this field all year round, and there are also social sponsorships.
In 2019, China Youth Daily reported that once the leaders of local Disabled Persons’ Federations go astray in corruption, they can still “make a lot of money,” and the money they make is likely to be life-saving money for disabled people.
What I’m talking regarding here is local leaders. In fact, the same applies to Disabled Persons’ Federations across the country. Not to mention that Deng Pufang established China’s largest government-backed company, Kanghua Industrial Company, as early as the early 1980s. He used his privileges to resell import and export approval documents in large quantities and sell large quantities of state-controlled materials to make huge profits. Later, due to the great public outrage, Kanghua was rectified, but Prince Deng was safe. The China Disabled Persons Foundation has actually become his personal treasury.
But precisely because there is no official and no corruption, Xi Jinping’s anti-corruption campaign is selective, mainly targeting those who are disloyal to him, especially those who pose a threat to him.
The grievances between Deng (Pu Fang) and Xi are made public

It is said that following this speech was interpreted by overseas public opinion, it caused dissatisfaction with the Xi administration, and the official website of the China Disabled Persons’ Federation was temporarily unavailable.
After Xi Jinping was re-elected as President of the country following the constitutional amendment in March 2018, Fan Liqin, a close friend of Deng Pufang during the Cultural Revolution, posted big-character posters at Peking University criticizing Xi Jinping for cultivating a personality cult and amending the constitution to remove term limits. At that time, the school’s security guards surrounded Fan heavily, but they did not dare to arrest him. He took it away by force. This incident caused a sensation for a while, but was later ignored. I believe it will deepen the bad relationship between Xi and the Deng family.
Wu Xiaohui, the former grandson-in-law of Deng Xiaoping and founder of Anbang Group, was sentenced to 18 years in prison for fund-raising fraud on May 10, 2018. Deng Xiaoping’s only grandson, Deng Zhuodi, was originally “the only third generation of the Deng family to engage in politics.” On March 15, 2016, Deng Zhuodi appeared as deputy secretary of the Pingguo County Party Committee. But he kept an unusually low profile, deliberately avoiding the media and unwilling to appear in close-up shots of himself on local TV news reports.

On the eve of the Two Sessions of the Communist Party of China in May 2020, an open letter written by Deng Pufang to representatives of the Two Sessions was circulated online, raising 15 questions and targeting Xi Jinping. Including the CCP virus (Wuhan pneumonia) epidemic, turmoil in Hong Kong, continued tension and deterioration in Sino-US relations, the drifting apart between Taiwan and the mainland, unemployment within China, and the collapse of private enterprises, etc., demanding that the top leaders of the CCP be held accountable. But the authenticity of the letter has never been confirmed.
During the three-year epidemic, there was news that Deng Pufang went abroad for medical treatment and even died of the disease. News footage on September 20 showed that Deng Pufang was in good spirits, but his face was gloomy.
Xi is wary of anyone raising the Deng family flag once more
Deng Pufang’s withdrawal from the Disabled Persons’ Federation is ostensibly due to age or health. In fact, it is because Xi Jinping’s third term does not allow for factors that might endanger his authority. Zhang Haidi came to power during the Hu Jintao era. He must have had feelings for Deng Pufang for many years, and his age was also a suitable reason, so Zhang Haidi was removed in time.
All in all, Xi Jinping asked Yang Xiaodu to be the honorary chairman of the Disabled Persons’ Federation mainly to be wary of the Deng family. It is also to prevent someone from using Deng Pufang once more to promote Deng Xiaoping’s reform and opening up and promote Deng to suppress Xi.
