On October 23, 2022, Xi Jinping appeared with the new members of the Standing Committee of the Political Bureau of the Communist Party of China. From December 25th to 26th, the Political Bureau of the Communist Party of China held its first life meeting. Everyone spoke and expressed their opinions, and Xi Jinping commented one by one. [The Epoch Times, February 27, 2024]On February 26, Xinhuanet stated that “Member of the Political Bureau of the CPC Central Committee, Secretary of the Secretariat, Member of the Standing Committee of the National People’s Congress, the State Council, and the Leading Party Members’ Group of the National Committee of the Chinese People’s Political Consultative Conference, Secretary of the Leading Party Members’ Group of the Supreme People’s Court and the Supreme People’s Procuratorate Report work to the Party Central Committee and General Secretary Xi Jinping.”
This is actually an annual routine act of loyalty to the party leader. After his re-election at the 19th National Congress in 2017, Xi Jinping wanted to amend the party constitution and constitution, break the unwritten rule that the party leader might only be re-elected once, and cancel the term limit for the president. This triggered a strong backlash, and Xi began to strengthen his control over the highest levels of the CCP. One of the measures is to introduce the “Several Provisions of the Political Bureau of the CPC Central Committee on Strengthening and Maintaining the Centralized and Unified Leadership of the Party Central Committee”, which stipulates that members of the Political Bureau of the CPC Central Committee will report their work to Xi in writing once a year.
On March 21, 2018, and February 28, 2019, Xinhua News Agency reported respectively that “comrades of the Political Bureau of the CPC Central Committee reported their work to the Party Central Committee and General Secretary Xi Jinping.” No reports were found in 2020. But since 2021, according to Xinhua News Agency, the scope of personnel reporting to Xi has quietly expanded from members of the Political Bureau to members of the Central Secretariat, members of the Standing Committee of the National People’s Congress, the State Council, and the National Committee of the Chinese People’s Political Consultative Conference, and secretaries of the Party Committee of the Supreme People’s Court and the Supreme People’s Procuratorate. Including all personnel at the highest level of the Chinese Communist Party.
Xi has actually established vertical leadership over these people. On the other hand, it also shows that Xi is not at ease with these people and is tightening control. Control is not just regarding debriefing, but also hard moves. In 2019, the Special Intelligence Bureau of the Ministry of Public Security was established, with Wang Xiaohong, a close confidant of Xi, serving concurrently as the Party Secretary and Director of the Secret Service Bureau (until July 2023). The Secret Service is responsible for the main security targets of the “Four Vice-Presidents and Two Seniors” (Vice Chairman of the Communist Party of China, Vice Chairman of the Standing Committee of the National People’s Congress, Vice Premier/State Councilor of the State Council, Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference, President of the Supreme Court, and Procurator-General of the Supreme People’s Procuratorate). ), which just covers those who report to Xi. Under Xi’s strict supervision, no one at the highest levels dares to publicly step out.
At the “Twentieth National Congress” in October 2022, Xi Jinping was re-elected for the third time, and almost all the top leaders of the CCP are “Xi Family Army”. Xi seems to be able to sit back and relax.
But the reality is exactly the opposite. Xi Jinping continues to turn left. China’s economy is in turmoil, debt is high, and it is increasingly decoupled from the United States and the West. Public resentment is boiling. The authorities are helpless. Government and military personnel are cutting salaries, and governments at all levels are calling for “tightening life.” Although Xi Jinping said at the group visit on February 8 that “the scenery here is unique,” everyone was blind and cursed in their hearts.
In other words, although the “Xi family army” is full of people at the highest level, the current situation is so bad that everyone feels that Xi is leading everyone into the ditch. They have changed from being grateful and following Xi to doubting and worrying. They have become alienated from morality and have begun to secretly oppose, resist and even Now that he is looking for another way out, the whole political situation seems treacherous.
Xi also clearly felt it. According to CCTV’s “Xinwen Lianbo” report on February 26, Xi’s review of the work report at least has highlights worth pondering: (1) Emphasis on “doing a good job in the implementation of the Party Central Committee’s decision-making and deployment and various tasks”, the subtext is “I am correct Yes, it’s you who are at fault, you didn’t do the job I assigned you well.” (2) Emphasizing on “rectifying the stubborn miasma of formalism and bureaucracy”, the subtext is “You are all fooling me and are not working seriously” (On February 25, Li Xi, Xi’s close confidant and Secretary of the Central Commission for Discipline Inspection, spoke at the third plenary session of the Central Commission for Discipline Inspection The work report was released to the public, which mentioned that a total of 46,000 formalism and bureaucracy problems were investigated and dealt with nationwide, and 71,000 people were criticized, educated and dealt with).
The current situation at the top level of the CCP is that Xi resents others for being obedient and disobeying others, and others resent Xi for giving arbitrary orders. What can illustrate this point is, in addition to this work report, the “Special Democratic Life Meeting” held by the Political Bureau of the Communist Party of China from December 21 to 22 last year. At the meeting, Xi once once more asked members of the Political Bureau to “maintain a high degree of unity with the Party Central Committee” and “uphold the centralized and unified leadership of the Party Central Committee”. He specifically proposed that “the true situation learned” should be “timely, objective and comprehensive” and “should not just report good news, Don’t report worries” and so on. This shows that no one at the Politburo level can, dares or is unwilling to “tell the truth” to Xi, and the gap between Xi and them is quite deep.
The landmark event was the dystocia at the Third Plenary Session of the Central Committee of the Communist Party of China. According to the usual practice, the Third Plenary Session of the 20th Central Committee of the Communist Party of China was supposed to be held last autumn and winter, but it has not yet been seen. There are many reasons. The main one is that the top leaders of the Communist Party of China are deeply divided and cannot reach a consensus to come up with a “top-level design.”
All in all, since the 20th National Congress, Xi has climbed to the highest peak of power, but his authority has fallen to the bottom. Xi is in an unprecedented crisis. Among the people, the slogans of “Down with the Communist Party” and “Down with Xi Jinping” have become very loud.
