A commission from the Criminal Investigation Service (SIP) went to the Ávila Coral building, in the Los Corales urbanization, where two arrests were made, the mother and the citizen who raped the girl.
The 61-year-old sex offender was identified as a neighbor. He paid the citizen in dollars, who allowed him to abuse the infant.
The man was spending the night in the apartment, authorities said.
