The massacre in Moscow means that the fear of new attacks remains alive. The Russian ambassador to Poland, Sergei Andreev, did not show up at the Foreign Ministry in Warsaw following his summons.

Andreev told the Ria Novosti news agency that he “considered there was no point in talking regarding this topic without evidence.” For this reason, “I refused the summons to the Polish Foreign Ministry,” he said. The diplomat also clarified that Warsaw did not present him with clear evidence proving the validity of the accusation. The spokesperson of the Polish Foreign Ministry, Pawel Wronski, recalled the Vienna Convention, from which specific obligations for ambassadors derive. “We wonder whether the ambassador is carrying out the instructions of the Moscow Foreign Ministry and whether he is capable of representing the interests of the Russian Federation in Warsaw,” he explained.
