Looking at the official blog of Windows 11 Insider Preview build 22616 released on May 5, 2022, I saw the Microsoft account once more in the OOBE (Out-Of-Box Experience) process. It was claiming to be mandatory. Announced as of build 22557. At the time of writing, I checked the installation process of Windows 11 Pro with the latest build 22598 ISO file, and found that it was not possible to create an account on a PC without a network connection. In other words, the previous method of “blocking network connections and selecting a local account” cannot be used. So I would like to try some currently obvious workarounds. That is the way to use “BypassNRO.cmd”. First of all, I would like to introduce the procedure. ○ When the creation step appears in “BypassNRO.cmd”, check the contents of BypassNRO.cmd, create a DWORD value “BypassNRO” in the HKEY_LOCAL_MACHINE SOFTWARE Microsoft Windows CurrentVersion OOBE key, and set the data to “1”. After rewriting, the PC is restarted. ○ “Network connection flow” forced termination was useless The method of forcibly terminating the “network connection flow” process and proceeding to the procedure for creating a local account did not work this time. Even if you proceed with the following operations in the previous environment, it will get stuck at the stage presented at the beginning. The process starts when you are prompted to connect to the network.
