Will there be any change in the rules of the DPE, the energy performance diagnosis, soon? The government is considering it for small-scale housing. For the moment, from January 1, 2025, properties rated G will no longer be available for rental. However, nearly 30% of small areas are classified F or G.
Loosen the grip on owners
So, many owners prefer to get rid of them so as not to pay for the work, further congesting a real estate market already seized up by the difficulty, for many households, of obtaining a loan. However, according to the association Les diagnosticeurs Indépendants, believe that these DPE are not reliable.
Reforming them would allow us to loosen the grip that weighs on owners or future owners. “Today, DPE G and F are real obstacles to investment,” explains to Europe 1, Anne Avisse, head of the real estate agency, L’Adresse, in the 15th arrondissement of Paris . A reform of DPE, “that would therefore restore value to goods, with an adjustment of prices to a market price and not to a price which can fall by 20 to 30% for these goods which are not real energy sieves, and which nevertheless remain decent,” she continues.
The decision rendered next January
But this idea will not delight construction companies, which rely on energy renovation to overcome the crisis affecting the sector. This is the case of Romain Villain, who runs Heero, a company specializing in financing this work. If he understands the questions surrounding the DPE of small areas, for him, it is important not to touch the timetable set by the government.
“To choose, I would definitely prefer that the calendar be kept with a system that encourages the French to increase energy renovation work,” assures the manager. Energy diagnosis professionals must be received at the Ministry of Housing in the coming days to continue discussing it. The decision should be rendered next January.
