Seoul Education Department Director Cho Hee-yeon resigned after being found guilty by the Supreme Court of unfair hiring of fired teachers.

At the same time, this is also the ICAC’s first investigation and has attracted attention.

Attention is focused on whether the 10-year era of progressive education in Seoul will come to an end and the by-election to be held in October.

The Supreme Court convicted Cho Hee-yeon, the director of the Seoul City Education Department, and sentenced him to 1 year and 6 months in prison, suspended for 2 years.

Superintendent Cho is on trial for unfairly hiring five people, including a teacher fired by the Korea Union of Teachers and Educators, through a special recruitment process under the guise of an open competitive examination.

As the sentence of imprisonment or above was confirmed, Dean Cao lost his position as director of education immediately after the sentencing.

Scholar Superintendent Cao has been successfully elected for the third term since 2014.

We implement progressive education policies and extend free school meals to all kindergartens, elementary schools, junior high schools, and high schools in the Seoul area.

However, under the leadership of the Yoon Seok-yeol government, Superintendent Cho’s policies began to waver.

The policy of abolishing autonomous private high schools was canceled after the Yoon Seok-yeol administration decided to keep private high schools in order to reduce the excessive cost of private education and normalize public education.

The People’s Power Party-dominated Seoul City Council clashed last year after the death of a teacher at Seui Elementary School, pointing to student human rights regulations as the reason for the collapse of teachers’ rights.

Dean Cho sadly resigned after only one year and ten months in office, and the “Cho Hee-yeon education policy” also lost momentum.

In response to the guilty verdict, the Korean Federation of Teachers Associations said, “It has been confirmed that the personnel rights of the director of education are not above the law” and “this should be an opportunity to eradicate illegal employment.” 5 people including those who were unfairly dismissed.

The Seoul Metropolitan Office of Education will continue to implement the acting vice-dean system and will hold a by-election in October.
