Why OCAM Chose to Maintain Level 3 Threat Control in Belgium: Insights on the Brussels Terrorist Attack

This Friday, OCAM published a press release in which the threat control and analysis body explains why it chose to keep level 3“serious threat”, following the terrorist attack on Monday evening in Brussels, which left 2 people dead and one seriously injured.

Following the neutralization of the perpetrator and the first progress of the judicial investigation, the imminence of the threat disappeared. Nevertheless, the OCAM maintains the general threat level for Belgium at level 3 (serious threat). Several reasons explain this decision“, explains the organ, “on the one hand, the investigation into the attack is still ongoing. From the first findings on the suspect’s motives, it seems that the burning of the Koran in Sweden was an important trigger. On the other hand, tensions following the escalation of the conflict in the Middle East are only increasing. Extremism does not stop at national borders and incidents have already occurred in several neighboring countries.”

OCAM also does not exclude possible actions of “copiers” of the terrorist: “Actions by mimicry effect (copycat), that is to say an act of violence which inspires another act of violence, are not excluded. Therefore, OCAM considers that increased vigilance is necessary and level 3 (serious threat) therefore currently remains in force.”
