WHO Announces Health Technology Access Pool (HTAP) as Successor to C-TAP for Equitable Covid-19 Health Product Access

The World Health Organization (WHO) announced the Health Technology Access Pool (HTAP) on Wednesday as the successor to the Covid-19 Technology Access Pool (C-TAP).

Launched in May 2020 by WHO, the Government of Costa Rica and other partners, C-TAP aims to facilitate equitable and affordable access to Covid-19 health products for populations in all countries, says the UN organization in a press release.

The platform provided a much-needed forum for technology partners to voluntarily share intellectual property, knowledge and data to accelerate technological innovation and expand access to Covid-19 tools.

Despite the challenges of establishing a new mechanism during a pandemic with limited resources, C-TAP has secured 6 transparent, non-exclusive global licenses involving 15 technologies covering R&D tools, diagnostics and vaccines, including the first from a private manufacturer, notes the press release, adding that the HTAP builds on the foundations laid by C-TAP while integrating structural, process and other changes that will allow it to more effectively attract and support a wide range of technologies priorities.

The HTAP will promote access to health products that meet public health priorities, including pandemic preparedness, and with relevance during and outside health emergencies, capable of amplifying the value of HTAP investments for health public as well as the attractiveness of licensed technologies to beneficiary manufacturers by creating greater market opportunities and financial sustainability.

The official launch of the HTAP is planned for the second quarter of 2024, reports the WHO, which will, in the meantime, adopt the principles and usual approach to assess opportunities to secure health technologies and expand regional or global production capacity.
