I have noticed that in recent years, even good years have passed, it has become fashionable to say that the fault for the budget deficit is the improper collection of taxes and fees, that if we collected better all the problems would be solved, and the main culprits for all the bad would be the ANAF staff. And this is where the merry-go-round begins: reports upon reports regarding the compliance of economic agents, the notification of economic agents, the induction in public opinion of the impression that the entire private sector is doing anything to avoid paying their taxes and duties. No one says where the pipeline of money to the state budget is choked, to which taxpayers, or please, to which type of taxpayer, there is non-compliance behavior when paying taxes and fees. That is until now, when Mr. Prime Minister states, with subject and predicate, that the non-payment of these taxes and fees comes mainly from the big taxpayers! I suspected this, but now it is confirmed from the highest level. We knew, from our own experience, that at the level of small and medium-sized enterprises the collection is very good, and ANAF is doing its job, so where are we stumbling? Well, now I know. This means that action must be taken in that sector, not like that, just like that, oh my God! the private environment is escapist. It is normal, taxes and duties must be paid, but too much pressure can lead to the inhibition of the business environment, and the result can be contrary to the main goal, i.e. increasing revenues to the state budget. As evidence, at the monthly Social Dialogue meeting at the Sălaj Prefecture, from the data presented by the County Financial Administration, it emerged that in 2023 the degree of collection of fiscal obligations was over 100%. Well then, how is it not collected? How is the ANAF staff not doing their job? I mention that at the local level there are only small and medium taxpayers, which means that, indirectly, the Prime Minister’s conclusion is confirmed: the problem is with the large taxpayers.
Given the Prime Minister’s conclusion, it is interesting to see what measures will be taken immediately, and for the future period that is being considered at the level of taxation, a simplification of it is being considered by imposing income taxes or intensifying checks to increase compliance? Remains to be seen! And one more thing: the solution of better collection, although real, does not solve all the problems of the budget deficit, we need to reform the administrative system, otherwise, no matter how well we collect, if the public money is not managed efficiently, we still end up with a deficit!
