On November 25, the Alstom company should deliver to Romania the first train among the 37 RE-IR1 electric frames from the contract signed in 2022, and the train will arrive in Bucharest between December 2-3, 2023, after which it will enter the takeover procedures by ARF, announces the Railway Reform Authority.

We remind you that the first train should have arrived in the summer, but there were production delays.

This first train should be tested at the Făurei center in the last days of December and should receive the certifications by the end of the year.

In 2024, the selected operator, CFR Călători should put the train into circulation and more frames will arrive next year. In the next period, MTI and ARF will carry out a public consultation to establish the commercial name of Romania’s new rail passenger transport service.

A delegation of the Railway Reform Authority (ARF) made a three-day technical visit to the Alstom Konstal factory in Katowice (Poland). The main purpose of the trip was to view the first frame – Coradia Stream RE-IR 102 – located in an advanced stage of production – which, after the dynamic and static tests have been completed, will be delivered to ARF, so that this train will be put into operation on the railway network in Romania.

What the Railway Reform Authority says

Between October 4 and 6, 2023, a delegation of the Reform Authority In this sense, the ARF managers examined the compliance of the specifications and requests included in the Terms of Reference with the manufacturing process of electric frames, among which we list:

– checking of some main sub-assemblies, such as: bodywork, intercommunication corridor, bogie and axle systems, inverters and traction motors, couplings, pantograph, driver’s cab and passenger door system, brake system;

– control of the signaling and safety systems ERTMS level 1 and 2, for monitoring, recording, informing passengers, of the heating and air conditioning installation;

– analyzing the technical data related to the embarkation-disembarkation of passengers, so as to ensure their accessibility, comfort and safety.

During this visit, working meetings were organized with the supplier (Alstom) and the supervisor (Egis Rail), in order to monitor the actual status of the delivery of the ARF RE-IR1 series electric trains.

An important chapter of the technical visit was the identification of the elements and the establishment of concrete aspects with the supplier, regarding the schedule of delivery, authorization and testing of the vehicles, according to the provisions of Directive 2016/797, given that he has signaled a series of difficulties that encountered in the supply chain, which led to some delay.

With all these impediments, it is expected that, on November 25, 2023, the Alstom company will deliver to Romania the first train of the 37 RE-IR1 electric frames, which will arrive in Bucharest, between December 2-3, 2023, after which it will enter the takeover procedures by the ARF, with a view to putting it into commercial operation.

After completing this stage, the railway passenger transport operator – selected through a competitive procedure – will start operating this public service.

In the next period, MTI and ARF will carry out a public consultation to establish the commercial name of Romania’s new rail passenger transport service.

Thus, during the year 2024, as the rest of the Alstom trains will be delivered (after the completion of production and all European and national legal procedures), new transport services will be introduced on Romania’s electrified trunk routes.

We remind you that the total value of the contract for the purchase of the 37 multiple electrical units and their related maintenance services for a period of 15 years amounts to a total cost of 2,421,771,878 lei, excluding VAT, and the financing of the project is provided from Non-Reimbursable European Funds and from the state budget.

Alstom long-distance trains for Romania – On which routes they will run

In 2022, ARF signed a 2.42 billion lei contract, without VAT, with Alstom for 37 electric trains and their related maintenance services for a period of 15 years.

If train number 1 will arrive in Romania at the end of the year, only train number 3 will be the first to enter commercial service. The first two trains are initially equipped for testing and will then be equipped for commercial use. The first route they will travel with passengers will probably be Bucharest – Constanța.

The routes served by the long-distance electric frames will be:

  • Bucharest North – Constanța
  • Bucharest North – Brasov – Arad – Timișoara
  • Bucharest North – Brașov – Cluj
  • Bucharest North – Brașov – Deda – Cluj
  • Bucharest North – Brașov
  • Bucharest North – Iași
  • Bucharest North – Suceava
  • Bucharest North – Galați
  • Bucharest-North – Craiova – Târgu Jiu- Petroșani – Simeria
  • Bucharest-North-Craiova-Timișoara-Arad
  • Cluj-Timișoara
  • Cluj-Suceava-Iasi.

The maximum running speed of the electric frames is 160 km/h, they are composed of six carriages (two end carriages with driving cabins and four intermediate carriages) and provide 351 seats.

What do the new trains that will run in Romania look like?

The modern train model that will arrive in Romania is the Alstom Coradia Stream RE-IR.

The RE-IR electric frames will be used to ensure the connection of the capital with the main urban centers of the country, but also to facilitate inter-regional connections.
