The presidential candidate of Primero Venezuela, José Britoshared his projects and plans with us in 2001 in our series “Ellos Prometen”.

Regarding the current campaign, the presidential candidate said: “The campaign is nothing more than a mere formality, because we have conceived this as a fight to give Venezuela a chance.”

He said the campaign is a fight to achieve what the vast majority of the country wants: change.

“Because there is an atmosphere and a need for change, but it must be done in peace,” he said.

He stressed that the government’s social programs are heading towards extinction.

“Barrio Adentro is non-existent, innocuous, I would rescue it. All those modules in the different sectors, the Integral Development Centers (CDI) must be reactivated,” he said. Brito.

Brito’s plan for the economy

“We have Plan B in the economy, the human economy. We invert the equation, it is the man and the woman who are the reference and not the figure (of economic growth) that is important,” he said.

At the same time, Brito proposes to review the relevance of social benefits.

“This will allow us to reach a salary scale of between $500 and $1000 per month, based on the premise that the paltry percentage is not enough for those who receive it.”

He said that in Venezuela Social Security is coercive because it forces people to retire at 60 years old, and that this should be a personal decision.

A person of retirement age can submit his or her paperwork to the so-called Simón Bolívar Sovereign Fund, so that he or she can “guarantee that 70% of his or her last salary will be his or her pension for life.”

Brito He said this would mean eliminating social benefits. The State must make an initial contribution from the oil surplus.

In this regard, he added that by having a salary scale between $500 and $1000, each worker would make his contribution.

This fund must have financial intermediation in international and national markets, which does not depend on the ups and downs of the economy.

Likewise, to reach Plan B, Brito proposes breaking the old rentier and oil extractive model.

“We propose to turn Venezuela into the great petrochemical empire of Latin America,” he said.

Brito advocates strategic alliances

Regarding privatizations, he said, “I am allergic to privatizations.”

He said he is in favor of strategic alliances “where everyone can win, the State and the future investor win.”

These are strategic alliances with genuine foreign capital that has financial solvency.

In addition to proven expertise in the area in which they will work, which will allow for increased oil production and investment in the energy sector.

In this regard, he said: “We have to go through an energy transfer process where the east of the country can be supplied with electricity through gas.”

Regarding the Public Administration, he pointed out that there is bureaucracy. “I think that things need to be honest and give utilitarian value to the ministries.”

He commented that logically there should be ministries of the Interior, Foreign Affairs, Education, Economy, Energy Trade, Science and Technology, Public Works, and Health.

“We can make this more honest and create a much more efficient State,” he said.

Brito He assured that the State has to be reduced, but not by means of a decree.

He explained that conditions must be created for economic reactivation, so that people in the public sector see employment opportunities and migrate voluntarily.

He also said: “This gradual migration is what will lead to a process of reducing the size of the State, without causing a shock in our society.”

Double taxation must be reviewed

Regarding the tax burden on the private sector, he said that Venezuela’s issue “is not regarding more taxes, it’s regarding paying taxes.”

He added that Venezuela is a country with a high level of tax evasion and there is no culture of paying for services.

“I am once morest the transfer of the burden of the Pension Fund to the private sector, because in the end the private sector will transfer this burden to the final product,” he said.

At the same time, he added that the people will pay for the increase in the price of the product.

On the other hand, he insisted that double taxation must be reviewed.

“There are taxes that need to be reviewed. It cannot be that the State and the municipality pay taxes. Double taxation is prohibited,” he said.

He recalled that the Tax Harmonization Law was recently approved by the National Assembly (AN).

Regarding education, he indicated that it is necessary to recover its value, to re-enamor young people with the desire to study education: “Today there is no interest in being a teacher.”

He said that people make an effort to enroll their children in private schools.

He said that this needs to be reversed, that private schools should exist, but public schools should have quality education and teachers should receive good salaries.

While in terms of Health, if elected president, Brito assures that he will unify the health system.

“I am a staunch defender of the Barrios Adentro, the CDI, but I am also a great critic of the existence of three health systems: Social Security, the traditional health system and the Barrio Adentro system,” he said.
