The farewell ovation to Paul Married in Congress by his bench was the warmest thing that the still president of the PP received this Wednesday. Casado quoted his presumed successor alone, Alberto Nunez Feijoo, before facing a meeting in which it was defined in a timely manner how he will leave the leadership of the party. A process that will culminate on April 2 and 3 in an extraordinary congress, previously convened by the National Board of Directors next Tuesday, with the election of the next president by the militancy. “He deserves to go out in a congress just as he was appointed in a congress,” declared the Andalusian president, Juanma Moreno, early Thursday morning, leaving Genoa 13. Following the party’s channels was also an immovable condition by Feijóo for his promotion to the seventh floor.

Cuca Gamarra will be the general coordinator of the party until the first weekend of April. Esteban Gonzalez Ponsthe president of the Organization Committee of a congress in which Casado has left in writing “his decision not to attend”.

Members of the National Board of Directors

The National Board of Directors, held, with few exceptions, every four months, it is the highest governing body of the PP between congresses and is made up of almost 400 members. A number that oscillates continuously, since it depends on the number of public and institutional positions. Includes the figure for all deputies, senators and MEPs with a party card. Also to the regional presidents (five: Andalusia, Madrid, Galicia, Castilla y León and Murcia) and the regional barons outside of government; as well as the provincial and insular presidents.

Likewise, a long string of positions are members, apart from the 30 members expressly elected in the last national congress: the members of the Executive Committee; presidents of provincial councils, councils and island councils and the mayors of provincial capitals and regional capitals; regional presidents of New Generations, its general secretary and nine other members; European commissioners, regional secretaries and the presidents of the executive committees of the party’s organizations abroad. It would also include government ministers affiliated with the party, none in this case.

Deadlines for convening the extraordinary congress

The term for convening an extraordinary congress might be shortened to just one month “in cases of exceptional urgency”, according to the statutes, for which it should be stated in the convening document “the reason for convening and the causes that support the urgency”. According to the agreed itinerary, this will be the procedure used and it will be held on April 2 and 3 in a location yet to be determined.

Pablo Casado would say goodbye, in the case of reaching the congress and if he does not present a candidacy, under the same formula that he agreed to the PP summit. It is the closest precedent: the extraordinary congress held between July 20 and 21, 2018 in which Mariano Rajoy was fired, the same one in which Casado defeated Soraya Saenz de Santamaria.

New president and new management

Being of an extraordinary nature, the statutes of the PP say that it is not mandatory that papers be debated, so that, as happened in 2018, might focus solely on the election of the new leader, through a primary process. A double-round system in which any affiliate with at least one year of seniority and up-to-date with the payment of their dues can submit the signature of 100 party members as endorsement.

Everything indicates, today, that Feijóo’s candidacy would sweep the first round, where the party’s members vote for the candidates. to Galician it would be enough for him to add 50% of the votes with a difference of 15% regarding the second. In the event that he does not succeed because there is a range of candidates, the delegates choose the new party leader from among the two most voted in the first phase.
