The Regulatory Entity of Public Services (Ersep), through general resolution No. 65 published in the Official Gazette of the province of Córdoba, ordered an additional measure of electrical safety for the insulating protection of existing covered metal structures, new structures for replacement and extensions, through the use of dielectric or anti-conductive paints.
The agency explained that the measure is not mandatory and is supplementary to the Electrical Safety Law (No. 10,281), which was implemented by the Argentine Electrotechnical Association (AEA), for the certification of user facilities, including the public lighting, signaling and traffic lights to guarantee the safety of people, property and the environment in the province.
In addition, they explained that “no matter how much electrical installations are certified, over time, due to vandalism or deterioration of the materials, it is common for the security degrees that guarantee the use of the regulations to be lost.”

To avoid these situations, the solution came from the hand of two entrepreneurs from Córdoba, who managed to create paints with excellent dielectric qualities (electric current does not circulate through them).
For this reason, Ersep requested reports from entities such as AEA, universities of Río Cuarto, Tecnológica Nacional and UNC, to certify whether these paints might be used.
From then on, “we were informed that it is feasible to use it if it guarantees its chemical formulation, that under normal conditions, it does not allow the circulation of electric current and that it complies with the tests and all the requirements of the regulations. That guarantees that its use is effective. And it constitutes an additional measure”, they expressed from the Ersep.
With this measure, Ersep “seeks to guarantee electrical safety throughout the territory of the province of Córdoba, seeking technical reliability through the use of standardized electrical materials, elements and equipment, using the regulations and standards that are defined for the projects and execution of electrical installations ”, they trusted from the organization.
additional protection
These paintings are additional protection once morest a possible insulation failure by a lighting column, for example. “If a cable is stripped and it comes into contact with a mass (metal structures) it is electrified and with this paint we have extra protection,” they stated from Ersep.
Likewise, they highlighted that they make available to public and private entities in the province of Córdoba, “that need certain guidelines to see if it is useful, if it is convenient to use it. It also has a cost and that is why it is not mandatory.
The application will be carried out by a trained painter, who will be governed by a manual for its correct application. The painters will have to be trained, and there will also be a personnel registry that Ersep will make available to those who wish to apply the product.
In this way, the agency seeks to guarantee greater electrical safety than those already provided by existing metal installations, mainly those on public roads.
And he announced that the resolution will be put into operation as soon as possible, following the design of the training and the signing of the agreements with the training entities, to later publish the record of the people who were trained and publish it, in the same way that there are records of licensed electricians, per case.

“Córdoba works on electrical safety, beyond the fact that there were accidents, and it is a pioneer province in this because we have the law that is being implemented. In addition, the new facilities are certified and the pre-existing ones are in the process of normalization and certification”, they pointed out from the Ersep.
In this sense, the Relevando Peligros Foundation, which manages and keeps statistics of those electrocuted, affirms that in Córdoba and Greater Córdoba, 19 people die a year (data provided from 1996 to 2022). In 2022, 10 deaths were recorded. “This figure is half the average and that’s good,” said Sandra Meyer, head of the Foundation.
In 2023, according to data collected up to April 30, four people have died.
Likewise, he said that there is a greater awareness on the part of the citizenry, “in addition to all the things that are done.” It is a problem that is worked on in Córdoba and is “on the table”. “The municipality attends to it even though we are years behind. I hope the rest of the municipalities also do the same, ”she highlighted.
Regarding dielectric paints, he stated: “All decisions that add electrical safety will always be welcome to add something more to electrical safety.”
