At the Congress of 1811, representatives from seven provinces met in Caracas and, on July 5th, they signed the Act of Independence in the Chapel of Saint Rose of Lima. This document proclaimed absolute independence from the Spanish Crown and was based on principles of liberty, equality, and human rights.
