What future for the financing of daily transport?

On Tuesday, February 7, 2023, the Senate Finance Committee launched an information mission on the financing of mobility organizing authorities (AOM), made up of 19 members. During this constitutive meeting, Hervé Maurey and Stéphane Sautarel were appointed as rapporteurs.

By organizing the supply of public transport on their territory, the regions and the intermunicipalities which exercise the competence of AOM play a decisive role in the daily life of the French and for the ecological transition of our country.

The health crisis and the period of high inflation that followed, particularly in energy prices, have considerably weakened their financial balance, even though the AOMs are now facing an “investment wall”. The projects are indeed sizeable: ecological transition, necessary increase in the transport offer, adaptation to new uses of mobility with the rise of teleworking… If these issues are common to all the AOMs, the case specific to Île-de-France Mobilités (IDFM) is a major source of concern in this regard, one year from the Paris 2024 Olympic Games.

Faced with these findings, the mission will conduct a series of hearings in the spring with all the stakeholders: State, local authorities, transport operators, users, companies, etc.

This work, which should make it possible to draw up an inventory of the financial situation of the AOMs with regard to their short, medium and long-term needs, will aim to identify sustainable and balanced solutions to improve their financing system. The mission will deliver its conclusions before the summer of 2023, in view of the budget debates in the fall.

The Finance Committee is chaired by Claude RAYNAL (SER – Haute‑Garonne). Its general rapporteur is Jean-François HUSSON (The Republicans – Meurthe-et-Moselle).
