Green light from the House, the text passes to the Senate. News for motorists
The new highway code strongly supported by the minister and deputy prime minister Matteo Salvini has received the green light from the Chamber of Deputies and now passes to the Senate for the second reading. The bill received 163 votes in favor and 107 once morest. But what measures does it contain and what new features are in sight for motorists? Here are the main points of the new highway code.
ALCOHOL AND DRUGS. If the blood alcohol level is between 0.5 and 0.8 grams per litre, the fine varies from 573 to 2,170 euros and the driving license is suspended from 3 to 6 months. Between 0.8 and 1.5 grams per litre, double penalty, imprisonment and fine (arrest of up to 6 months and fine of 800 to 3,200 euros), and driving license suspended from 6 months to one year. If the blood alcohol level is higher than 1.5 grams per litre, the violation is punished – here too – with a custodial and pecuniary sanction (arrest from 6 months to a year and a fine from 1,500 to 6,000 euros), and suspension of the driving license from one at two years. Double suspension if you use someone else’s car; if the same act is then committed within two years following the investigation (recurrence within two years) the license is revoked. Unless the vehicle belongs to someone else, the conviction or plea bargaining for this case involves the confiscation of the vehicle. All cases of driving while intoxicated – as well as refusal to submit to a test – are grounds for a 10 point deduction from the driving licence. In the case of drugs, the revocation of the license is triggered, which can be suspended for up to three years: it will be sufficient for the presence to emerge from the tests.
ALCOLOCK. The alcohol lock should come into force, a device that prevents the engine from starting if the driver is found to have a blood alcohol level above zero. The type of workshops that will be authorized for installation must be specified. NEW LICENSORS. For the first three years of the B license you can drive cars up to 75 kW/t, a limit which rises to 105 kW for electric and hybrid vehicles. SPEED CAMERAS. No cumulative penalties if you encounter multiple speed cameras within the same time and on the same stretch of road under the jurisdiction of a single body, but only the most serious administrative penalty increased by a third is applied. However, it will not be possible to place speed cameras in areas with speed limits below 50 kilometers per hour. Fines for speeding increase, with the maximum up to 1,084 euros and license suspension between two weeks and a month in the event of a repeat offense.
SCOOTER ON HIGHWAYS AND RING ROADS. Motorcycles with an engine capacity of no less than 120 cc can circulate on motorways and main extra-urban roads if driven by an adult. ABANDONMENT OF ANIMALS. More severe penalties for those who abandon: if they put other users in danger, the sanctions provided for the crimes of road homicide and serious or very serious personal injury by road are triggered. But the tightening takes place even without incidents. CELL PHONE WHILE DRIVING. Withdrawal of the license from 15 days to two months and a fine of up to 1,697 euros which in the event of a repeat offense goes up to 2,588 euros, and in addition the suspension of the license can reach up to three months and a reduction of 8 to 10 points is added.
DRIVING IN THE Wrong Way. If you cause an accident resulting in deaths or very serious injuries, the vehicle will be confiscated. MICROMOBILITY. The obligation to maintain a distance of one and a half meters when overtaking a bicycle expires, while the obligation to have a license plate, helmet and insurance for scooters begins. HISTORIC COLLECTOR CARS Within 60 days from the date of entry into force of the provisions, the methods of access to the restricted traffic areas for vehicles of historical and collectible interest must be identified. n
