On October 15, AliExpress joined the program Conforming Shipping, from the Federal Revenue Service, which modified the taxation rules for imported products. Previously, payment consisted of 60% of the value of the product (federal import taxation) and, in some cases, there was also ICMS, varying between 20-25% of the federal tax. Now, purchases of up to US$50 are exempt from import taxes, but only valid at participating stores.

So far, only Amazon is still in the implementation phase of Remessa Compliance, as you can see on “COANA Executive Declaratory Act No. 10, of November 3, 2023”.
Shipping As a false sense of security passes
When paying taxes when purchasing in stores within the AliExpress app, for example, the tendency is to think that there will no longer be any headache for the products to enter the country and reach our home. However, unfortunately there is a flaw in the Conform Remittance system that allows the Federal Revenue Service to block items purchased abroad. Even if taxes have already been paid, there is no guarantee that the product description entered by the seller is correct, something required by Brazilian customs, in accordance with art. 56, §1º, item “c” of COANA Ordinance nº 82/2017 which says:
It may be determined ex officio by the RFB [Receita Federal Brasileira] the return of the shipment that arrives in the country with a customs declaration form whose content description is blank or contains insufficient information to correctly identify the goods in the DIR.
To attest to this behavior of the inspection carried out by the Federal Revenue, Oficina da Net obtained reports from AliExpress users saying regarding the appearance of the status “unauthorized import – subject to return” when tracking products purchased on the platform using the Conform Remittance program.
Brazilian Federal Revenue will increase taxes on products below US$50
According to the 2024 Annual Budget Bill (PLOA), Remessa Conformo will be changed at the beginning of next year, starting to charge 28% in import taxes plus 17% ICMS on the taxed value. As a result, products that cost up to 50 dollars will no longer be exempt from federal tax, starting to add a rate of 28% + 17% ICMS, even if the product costs US$ 1. Example:
Purchase: U$30.00
Import tax (28%) = U$38.40
ICMS 17% = U$38.4 / (1-0.17 i.e. 0.83) = U$46.26 (final value)
This way, if you buy a product for just 30 dollars (R$152), the final amount to be paid will be US$46 (R$234). This way of calculating will be valid for any amount below fifty dollars.
