U.S. attorneys from the Northern and Southern districts of West Virginia held a human trafficking workshop on Thursday in Wheeling to discuss statewide solutions to the problem.
“Today is a tremendous opportunity to engage with a variety of people from different sectors,” said Andrew Cogar, assistant United States attorney. “Law enforcement, non-profits, concerned community members all across the state. To help them understand the basics, the fundamentals of human trafficking and the nature of the problem.”

Discussions were held with guest speakers sharing a case study, the intersection of human trafficking and substance use disorder, and making a difference together.
“The public at large don’t really understand what human trafficking is,” Cogar said. “They’ve seen things in the news, seen things online, maybe in movies. They may have some misconceptions regarding what the crime is and what a victim might look like.”
Cogar also said these cases are difficult to build a case and identify. But he believes that the workshop will help the community find a solution.
“One of the biggest reasons why is the very nature of the crime. It’s so traumatic for the victims that they’re very reluctant to come forward,” Cogar said. “In cases like this, unlike many other crimes we prosecute, victims don’t come forward and don’t corroborate with law enforcement. We really can’t get a start many times.”
