During the Moon Jae-in administration, an employee who served as the chief civil affairs officer of the Blue House appeared as a witness in the trial of the Blue House’s alleged interference in the election and investigation of the mayor of Ulsan, saying, “Relationship reporting to Baek Won-woo, former civil affairs secretary, regarding the investigation of the president’s relatives and related persons. was,” he testified.
Former administrator Shin Mo, who appeared as a witness at the hearing of the Seoul Central District Court’s Criminal Settlement Division 21-3 (Chief Judge Jang Yong-beom, Ma Seong-young, and Kim Jeong-gon), made this statement on the 4th.
The trial was conducted with the prosecution of former administrator Shin and the witnesses of the defense counsel of the accused. Former administrator Shin served from February 2017 to November last year. According to former administrator Shin, the civil affairs secretary is responsible for inspecting the president’s relatives and specially related persons.

When the prosecution asked, “Have any witnesses ever received a report regarding work related to a relative?”, Shin said, “It was a report to former secretary Baek, and I reported it when I thought it was necessary to report to former secretary Baek.” answered. When the prosecution once more asked, “How did the information and intelligence come in?”, former administrator Shin said, “Sometimes the reports came in by memo or fax, and sometimes the reports came in verbally.”
When the prosecution asked once more, “Have you ever received a report from the outside and prepared an intelligence report and then reported it to the upper management?”, former administrator Shin said, “I reported it orally. We have started the verification work.”
“Kim Ki-hyun and Song Cheol-ho knew that they were competing for the Ulsan mayor election”
A newspaper related to Kim Ki-hyun, former Mayor of Ulsan (currently a member of the People’s Power) was also conducted.
When the prosecution asked, “Ex-Mayor Kim’s chief of staff was seized and searched for abuse of power. Did you ever receive a report on the investigation or read documents at that time?”, Shin said, “Not much. “I knew at the time that Kim and Song were competing in the election process,” he said.
Shin added, “I found out regarding the information related to former Mayor Kim through the media reports, and then carried out my own investigation to find out the specific facts.”
In September 2017, ahead of the local elections, former Mayor Song was indicted and tried in January 2020 on charges of soliciting Rep. Hwang Un-ha to investigate the corruption of Ulsan Mayor Kim Ki-hyun at the time (violation of the Public Official Election Act).
Prosecutors believe that the Blue House officials gave the insider information of the central and local governments to Mayor Song Jeon to help establish election promises, and ordered the Ulsan Provincial Police Agency to investigate in order to defeat Kim Ki-hyun, then mayor.
