Weed experiment starts December 15 in Tilburg and Breda

This will first be the start-up phase in December, write the outgoing ministers Dilan Yeşilgöz (Justice) and Ernst Kuipers (Public Health) in a letter to Parliament.

Coffee shops are now allowed to sell weed, but not to purchase it. The cannabis test examines whether purchasing can also become legal. The experiment kicks off with two legal growers who will supply coffee shops in Breda and Tilburg.

The experiences from this start-up phase can be used to respond to the transition phase, the moment when the other eight participating municipalities will also participate in the experiment. Amsterdam-Oost has presented itself as the eleventh participant, but there is no definitive answer yet as to whether this district can actually participate.

Due to the uncertain planning of the growers, the start of the transition phase has not been determined, but according to the ministers this would be at the earliest at the end of the first quarter of 2024.

In both the start-up and the transition phase, coffee shops may also sell tolerated cannabis in addition to legally grown cannabis. The actual experiment will start following the six-week transition phase, the ministers report. From then on, coffee shops in participating municipalities may only sell regulated cannabis.
