We will provide incentives to open closed apartments

As he characteristically notes, “we want to give incentives to the owners, so that the supply, especially of small and medium-sized apartments, can be increased, to meet the needs of the social strata that face more pressure”.

Regarding the upcoming interventions in short-term rental, the minister said: “We are carefully examining the situation in all individual areas and will intervene in a spirit of justice. Our goal is not to create problems in the short-term rental market, but also not to ignore the effects, especially in Athens.”

Answering a question about the criticism the government receives for delays and unresolved problems of society, Mr. Hatzidakis emphasized: “Greece has escaped the danger and has made great progress in the last five years, but it has not become Switzerland or Sweden. The effort must be continued in earnest, combining fiscal discipline with a pro-investment policy.”

In addition, he categorically stated that “our direction here at the Ministry of National Economy and Finance, like that of Kyriakos Mitsotakis, is reforms, with speed and determination”. He added that “we promote creativity, investment, innovation, extroversion. Our goal is to pursue policy that benefits those most in need, and we are not swayed by guild pressure. Our priority is the interests of the many defenseless Greeks.”

Mr. Hatzidakis, referring to the declarations of the TIF, underlined that “we will seek to combine three things: to update our policy, responding to contemporary challenges such as climate change, demographics and housing, to respond to the justified demands of society for support for those who are really in need, but also to maintain the positive economic position of the country”.

He also made special reference to the issue of taxation of freelancers, noting that “the taxation of freelancers is one of the 11 initiatives we adopted. It is a fair measure towards employees and pensioners, a soft intervention that raises the per capita taxation of freelancers to the level of employees. I cannot accept that as Minister of Finance I will be indifferent to statements according to which a freelancer lives on €268 a month. Such a cynical and clientelistic perception does not suit me, nor the government of Kyriakos Mitsotakis. Freelancers were allowed to challenge the presumption, but only a few hundred did so. That says something. We cannot ignore that from the additional taxes we strengthened education and health. If we abolish it, where are we going to get the money from?’

He was relatively tight-lipped on the upcoming changes to self-employed taxation, noting: “We will be making some small changes, the main one being the complete abolition of the pretension fee, which will relieve freelancers by €325 a year, while also extending the perimeter of the 50% discount, which applies to small villages”.

Regarding the next steps to combat tax evasion, he emphasized that “we are moving forward with MyDATA, where from the end of the year the 30% discrepancy in declarations will be zeroed out. The digital consignment note will follow from the beginning of December on a pilot basis and the universal electronic invoicing, after the relevant permission from the General Directorate of Taxation of the EU. Our goal is a digital AADE. At the same time, we continue the fight against fuel smuggling, although sometimes we are surprised by the decisions of certain courts, which we respect anyway”.

This battle is paying off. Last year, we had 9% additional revenue without raising any taxes, with a significant portion of that coming from the fight against tax evasion. In 2024, the results will be even more significant, due to evidence and the connection of cash registers to POS. Already, in the first half of the year, VAT revenue increased by around 10%, with inflation below 3%. This increase is related to POS deployment and usage.”
