Hello Planetary Limit,
Yes, the issue of financing is a major one, and it has also occupied a very large part of the negotiations that have taken place in recent days… It is in any case certain that resources will have to be increased massively, because we are not spending today almost nothing, on a global scale, to protect nature: only 0.01% of the world’s GDP, whereas half of this GDP precisely depends on natural resources!
The 20 to 30 billion correspond to the amount of financial flows from North to South. More broadly, States, with the help of the private sector, philanthropists, etc., have committed to mobilizing 200 billion dollars per year for biodiversity (i.e. double what is devoted to it today), but also to remove $500 billion a year in subsidies harmful to nature, which might be redirected towards actions favorable to species or ecosystems. Today, we spend more to destroy the planet than to protect it!
Will governments succeed in removing these subsidies? They have been talking regarding it for a very long time, but it has made very little progress; this is really a key issue.
