This minimum wage will be in effect as of August 1. How was this decision made?

Noah Pelet: For more than ten years, the Tripartite Commission, which I chair, has been concerned regarding the salary conditions of trainees in the preschool and extracurricular field. During the inspections that were carried out in 2019, excessive and repeated wage underbidding was observed. In the 33 public and private institutions controlled by the state services, 273 trainees worked. They were mostly young women in their twenties, paid an average of 480 francs per month for 100%, often for more than six months. Some institutions are clearly profiting from this dumping and this is unacceptable.

From the start of the school year, these crèches and other extracurricular organizations will not be able to employ these trainees indefinitely, under penalty of a fine. For you who are liberal, isn’t that surprising?

Isabelle Moret: Of course it’s a culture change. But the commission showed that the situation did not correspond to the spirit of dual training in our country. The goal is not to take advantage of a workforce, but to train talent. Moreover, what is offered in this standard contract is reasonable: the internship lasts six months but can be renewed once if an apprenticeship contract is signed. And in the event of bad practices, there will be no penalties until next year: above all, we want to do prevention. For the Council of State, it was important to send a strong signal to the unions, to whom we had promised to act once morest dumping by signing the bilateral agreements. As we want to strengthen these agreements, we need to find large majorities. Few cantons have made use of standard contracts, Vaud is at the forefront.

Day care institutions have tight budgets. Will they receive financial aid to better pay their interns?

Isabelle Moret: It’s not planned.

If they have fewer interns, are some crèches likely to have difficulty welcoming children at the start of the next school year?

Noah Pelet: Normally not, because these trainees are not supposed to have responsibilities with the children. We have been in discussions with the reception networks on the subject for many years and they are not unaware of the problem. Now is the time to put an end to it.

Isabelle Moret: Normally, this standard contract will, on the contrary, have beneficial repercussions because it will force nurseries and extracurricular institutions to start an apprenticeship for their trainees. This will increase the number of people trained in a sector that is sorely lacking.
