The hospital is once again experiencing a high-tension summer with emergency services closing for lack of doctors. What is your diagnosis ?
The situation is extremely tense indeed. We are on the bridge, at the ministry as in each regional health agency. We will only get out of this by being extremely transparent about what we are going through.
The summer crisis was better anticipated, there is now regulation by 15 to access emergencies. There is also the deployment of healthcare access services [SAS], combining SAMU and city medicine to guide patients, who are advancing rapidly and already cover more than half of the population. This makes it possible not to have a service that “falls” all of a sudden.
But it is certain that it is sometimes a degraded operation. We cannot be satisfied, in our country, with having places where the emergency room remains closed at night, it is not possible to make a lasting solution of it.
Have you identified the points of tension?
It is often in the hospitals where there were the most temporary workers [dont la rémunération est plafonnée depuis avril] that the tensions are the strongest. The extremely fine map on which my predecessor, François Braun, who led this essential and courageous reform of medical temporary work, worked on us today to manage and identify the risks of the summer.
What do you intend to do to get out of this dragging crisis?
I am convinced that night work is a major issue, while hospitals are struggling to find doctors, nurses, nursing assistants… A year ago, the President of the Republic validated increases in night work , extended since. In the coming weeks, I will present a plan of long-term measures on this subject and that of the continuity of care.
Although fundamental, the massive revaluations of the Ségur de la santé in the summer of 2020 were not, on their own, enough to restore attractiveness. But the financial cursor cannot be the only one to radically change the situation: there is a managerial subject, on the supervision of the teams, the organization of the schedules, the autonomy left at the level of the services…
