Wayne Salter Named Commissioner for North Dakota Department of Health and Human Services

BISMARCK — North Dakota Gov. Doug Burgum has named Wayne Salter as the commissioner for the Department of Health and Human Services, the state’s largest agency, on Thursday, Jan. 11.

According to a press release from Burgum’s office, Salter brings experience in a similar role, having served as an executive for Texas Health and Human Services. Most recently, from 2017 to 2023, Salter was the state’s deputy executive commissioner of access and eligibility services for the Texas department.

Salter also spent 17 years working for the Florida Department of Children and Families, the release said. All told, he brings 25 years of experience to the new position.

Salter will begin in the role on Jan. 22. He will replace Deputy Commissioner Sara Stolt in the role, which she held on an interim basis after

Chris Jones’ departure in September 2023.

Stolt will remain with the department as deputy commissioner, the release said.

“Throughout his career, Wayne has demonstrated a strong commitment to serving the needs of vulnerable populations and ensuring that essential human services are delivered efficiently and effectively, and that experience will serve North Dakotans well,” Burgum said in the release. “His skill at leading large organizations, his deep understanding of complex social support programs, and his dedication to harnessing technology and implementing innovative solutions will help drive HHS into the future.”

Salter stated he was “profoundly honored” to be named commissioner and that he shared Burgum’s goal of “making our state the healthiest in the nation.”
