He specified that when he arrived at the Second Territorial Police Directorate of Lambayeque (Dirtepol) on the recommendation of the same general, he was instructed to look for information on nightclubs where minors and people outside the law might go.
After touring the area, he informed the officer that six nightclubs operate in the Magno complex and quite a few people arrive, including minors and foreigners; so he immediately ordered an operation.

Five days later, he observed that a worker from the Garden nightclub, named Carlos, entered the general’s office with a 60-inch television.
“After I saw him leave, I went into the general’s office and asked him if the Garden discotheque were already talking to him, but he told me no, that (TV) was a gift, and if they wanted to talk was another matter. , and that I was going to handle it”, accurate.

The following weekend, the Night Clubs and brothels that are located at the exit to Reque intervened. Then, seeing this, the owners of the nightclubs contact him, through an ensign who works at the Mórrope police station.

Once in the place, he met Jorge Cobos and Raúl Gonzales, who asked him to have a rapprochement with the general and be friends, because they had already been working in this way with the head of the North Police Station, and before that management, with Commander Carnero.
“They told me that they had been giving the sum of S/1,000 weekly to each one and since the general’s proposal was S/3,000, I let them know that I was not going to accept that amount, because I knew that they were two nightclubs in charge of them,” counted.
They finally agreed that it would be S/3,200 a week, a payment that would be made every Wednesday.
“On July 13 I told him that I was near the César Llatas police station and that he should wait for me a few blocks away. I walked to his Dodge truck, got into the passenger seat and he handed me S / 2,700. I told him that S / 500 was missing, since the agreement was S / 2,500 for the general and S / 700 for me, “he said.

Similarly, on July 9, a person with the nickname “Jayo” contacted him, who warned him that the partners of the Terra nightclub wanted to reach an agreement, being summoned near the San Antonio Basilica.
“In the PNP vehicle that was assigned to me, Jayo, Óscar Figueroa and his other partner who I do not remember the name got on. He proposed that the amount be low since they also support other people, both in the Police and in the Municipality. I told him that on the 1st, referring to the general, I was not going to agree, that I am simply in charge of transferring his proposal to the general and he is the one who decides ”, declared.
Then, they accept that the “fee” is S/1,000 each week, of which S/750 was for the general and S/250 for himself. “We agreed that every Monday was going to be the delivery of what was agreed. On July 10, Óscar Figueroa gave me the S / 1,000, in the vicinity of the Community House, ”he said.
Later, on July 16, General Max García asked him if he had received money on the street or in an open place, since a journalist from Lima called him to ask him regarding a person he trusted who had been recorded accepting bribes. “I told him no, but in my conscience I did know that he had accepted money from Jorge Cobos on the street (…)”, she narrated.
