The motion of no confidence was submitted by opposition members of the municipal council, Henry Timusk and Madli Paulus (election association Avatud Vormsi), at the September session. According to the opposition, the chairman of the council, Kata Varblane, exceeded her authority by sending the amendments to the law on the construction ban zone to the Ministry of Climate on behalf of the council, which the council has not discussed.
According to Timuski and Paulus, the problem is not in the proposals, but in the fact that Varblane sent them out on behalf of the council. “We are not discussing the content of the letter, but the fact that it was sent at all,” Paulus said at the hearing.
Timusk noted at the session that the chairman of the council does not perceive the responsibility arising from his role. According to the opposition, Varblane has exceeded his authority, abused it in the worst case, belittled the role of the council, damaged its credibility and violated the right of council members to have a say in decision-making. “The exercise of public power must be transparent,” Timusk said at the session.
