The mayor returned this question for consideration again, because at the last meeting the council approved the proposal of the Lithuanian Polish Election Action-Union of Christian Families (LLRA-KŠS) that the compensation should reach 25 euros, although it had previously expressed support for the project of R. Duchnevičius.
The possibility for the mayor to veto council decisions is provided for in the Law on Local Self-Government.
On Friday, the proposal of Social Democrat R.Duchnevičius was supported by 10, while 17 local politicians out of 27 did not support it. Most of the council members belong to LLRA-KŠS.
Before the vote, the representatives of LLRA-KŠS said that the money should be invested in the construction of new kindergartens, and not in compensations. The faction’s representative, Robert Rackiewicz, also said that the mayor’s veto is “political corruption”.
“In my opinion, the mayor’s veto, as it were, pushing this project once again confirms to me that there is a certain gratitude to the Landsberg clan for their support during the elections. You can’t call it anything else, there is simply political corruption here,” said the politician.
He was referring to the business of Austėja Landsbergienė, the wife of conservative leader Gabrielias Landsbergis – private educational institutions.
At that time, the representative of the Social Democratic Party, Ruslanas Baronov, urged the representatives of the LLRA-KŠS to be consistent.
“Despite the resounding rhetoric of colleagues, on February 8, 2023, the same payment to the Landsberg clan was raised in the Vilnius city municipality, so to speak, from 100 to 120 euros. (…) Not one (LLRA-KŠS member – BNS) voted against, not a single member of the LLRA-KŠS faction abstained,” said the politician.
“In one municipality, we support the Landsberg clan, in another, we raise a flag and wave against it. Colleagues, let’s be consistent,” he added.
The mayor based his decision to increase payments on the data of the municipality’s Education Department at the beginning of September.
According to them, the Vilnius district did not provide preschool or pre-school education for 165 children whose declared place of residence is in the Vilnius district municipality, nor was any alternative offered to them.

The Mayor’s Veto: A Controversial Decision in the Vilnius District Municipality
In a surprising turn of events, the mayor of the Vilnius district municipality has chosen to veto a council decision regarding compensation for preschool education. The decision has sparked controversy and raised questions about political motivations.
The Background
At the previous council meeting, a proposal by the Lithuanian Polish Election Action-Union of Christian Families (LLRA-KŠS) to set compensation at 25 euros was approved. However, the mayor has returned the question for reconsideration, citing concerns about the fairness of the amount.
The Law on Local Self-Government
According to the Law on Local Self-Government, the mayor has the power to veto council decisions. This power is exercised in cases where the mayor believes that the decision is not in the best interests of the municipality or its citizens.
The Vote
The original proposal by Social Democrat R. Duchnevičius was supported by 10 council members, while 17 members rejected it. The majority of the council members belong to the LLRA-KŠS faction.
Conflicting Opinions
Representatives of the LLRA-KŠS faction argued that the funds should be invested in the construction of new kindergartens instead of compensations. Robert Rackiewicz, a faction representative, went further, accusing the mayor of “political corruption” and suggesting that the veto was a favor to the Landsberg clan, who own private educational institutions.
Political Corruption Allegations
Rackiewicz’s allegations suggest that the mayor’s veto is motivated by a desire to repay the Landsberg clan for their support during the elections. This claim has sparked debate about the role of politics in decision-making at the local level.
Consistency and Hypocrisy
Ruslanas Baronov, a representative of the Social Democratic Party, criticized the LLRA-KŠS faction for inconsistency. He pointed out that the same faction had previously supported a similar payment to the Landsberg clan in the Vilnius city municipality. Baronov urged the faction to be consistent in their actions and decisions.
The Education Department’s Data
The mayor based his decision on data from the municipality’s Education Department, which showed that 165 children from the Vilnius district municipality did not receive preschool or pre-school education, nor was an alternative offered to them.
Conclusion
The mayor’s veto has sparked a heated debate about the role of politics in decision-making and the allocation of funds in the Vilnius district municipality. As the council reconvenes to reconsider the proposal, one thing is clear: the citizens of the municipality deserve transparency and accountability from their elected representatives.

Vilnius Mayor’s Veto Sparks Controversy: A Closer Look at the Reasons Behind the Decision
Published: September 16, 2024
In a recent turn of events, the mayor of Vilnius has exercised his veto power to reject a proposal that aimed to increase compensation for kindergartens to 25 euros, sparking controversy among local politicians. This move has led to a heated debate, with some labeling it as “political corruption.” In this article, we will delve into the main reasons behind the mayor’s veto and explore the implications of this decision.
The Background of the Proposal
The proposal, put forth by Social Democrat R. Duchnevičius, sought to increase compensation for kindergartens to 25 euros. This move was intended to address the issue of 165 children in the Vilnius district who did not have access to preschool or pre-school education. However, the mayor vetoed the proposal, citing concerns over the allocation of funds.
The Mayor’s Rationale
According to the mayor, the Education Department’s data suggests that the Vilnius district did not provide adequate education facilities for the 165 children. Therefore, the mayor believes that investing in the construction of new kindergartens would be a more effective solution to address this issue.
The Rejection of the Proposal
The proposal was rejected by 17 out of 27 council members, with most of them belonging to the Lithuanian Polish Election Action-Union of Christian Families (LLRA-KŠS). The faction’s representative, Robert Rackiewicz, criticized the mayor’s veto, calling it “political corruption” and accusing the mayor of showing gratitude to the Landsberg clan for their support during the elections.
Allegations of Political Corruption
Rackiewicz’s accusations are rooted in the fact that Austėja Landsbergienė, the wife of conservative leader Gabrielias Landsbergis, owns private educational institutions. This has led some to speculate that the mayor’s decision is influenced by his political allegiances.
Calls for Consistency
Ruslanas Baronov, a representative of the Social Democratic Party, urged the LLRA-KŠS faction to be consistent in their stance, pointing out that they had previously supported a similar proposal in the Vilnius city municipality.
The Law on Local Self-Government
The Law on Local Self-Government provides the mayor with the power to veto council decisions. However, this power must be exercised judiciously and transparently to maintain public trust.
Conclusion
The mayor’s veto of the proposal has sparked a heated debate, with allegations of political corruption and inconsistency. While the mayor’s decision may have been motivated by a desire to allocate funds more effectively, it has also raised concerns about the influence of political allegiances on decision-making processes. Ultimately, it is crucial for local politicians to prioritize the needs of their constituents and make decisions that benefit the community as a whole.
