During the meeting, in which the North American ambassador Marc Stanley also participated, they discussed «common strategic issues on energy, food, continental challenges and hemispheric politics«, it was specified in the document.

Richardson’s entourage included, in addition to Stanley, the civilian advisor to the North American commander, ambassador Sara Ann Lynch; the Sergeant Major of the Southern Command, Rafael Rodríguez; the director of Plans and Policies, brigadier general Julie Nethercor; the defense attaché, colonel Steven Winkleman; Army Section Chief, Lieutenant Colonel Nokens Fleurijean; and the Training and Education Manager, graduate Susana Galli.
