Vienna: Vienna has once more been voted the world’s most liveable city in 2023. While Vienna retained its crown in the Economist’s annual index, other European cities did not fare well. Only four European cities feature in the top 10. It is also noteworthy that not a single city from countries like Germany, Spain, Italy and France made it to the top ten.

The index includes cities from all continents. Cities in the Asia-Pacific region recorded the greatest improvement, scoring 73.5. They improved their index significantly from last year’s figure of 69.1.
Meanwhile, among the 173 cities studied as part of the report, many cities have seen the results of easing pandemic restrictions and life returning to pre-Covid normalcy in their scores. The average index score for all cities (except Kyiv, Ukraine) is now 76.2 out of 100, up from 73.2 a year ago. This is the highest score in 15 years when almost 40 cities are compared.
But one of the striking changes in the new report is that many European cities have slipped further down the rankings since the pandemic, despite the majority of cities having improved compared to 2022. In some cities, the effects of the war in Ukraine are enough.
Frankfurt and Amsterdam, which ranked 7th and 9th in 2022, dropped out of the top ten this year. The European cities with the biggest fall in the index were in the UK. Edinburgh has dropped to 58th place in 2023, from 35th place for the first time last year. Similarly, London (34th in 2022) and Manchester (32nd last year) fell to 12th and 16th places respectively this year. Western Europe, meanwhile, maintained its position, improving on last year’s score of 91.4 to 92.3 this year.
When the Global Liveability Index selects the best cities, the Economist’s intelligence team analyzes more than just the beauty of city life. An overall score out of 100 is determined by looking at several factors including the quality of healthcare, education, cultural scene and infrastructure.
