Six months following filing an appeal, Schaerbeek wins the case. The Brussels government finally granted planning permission last week to the renovation project of Avenue Louis Bertrand, one of the most beautiful avenues in the Brussels Region.
A victory for the municipal authorities whose permit application had been refused last December at the insistence of Pascal Smet (One. brussels/Vooruit) on now former Secretary of State for Town Planning and Heritage who criticized the Cité des Anes for not wanting to remove 112 parking spaces, in order to strengthen the “cyclability” of the artery. After pleading the merits of his project with the College of Town Planning, Schaerbeek was finally able to overcome the obstacle and obtain his permit.
“That’s very good news“, reacts Vincent Vanhalewyn (Ecolo), alderman of Public Works, in charge of this file under discussion for almost 10 years and having given birth to three drafts. “We will finally be able to move forward with the renovation of this avenue Louis Bertrand“, a promenade that starts from the Saint-Servais church to join the Josaphat park and whose shape is reminiscent of a curved funnel. A listed artery lined with exceptional Art Nouveau properties such as those by Gustave Strauven which delight tourists and the pride of the Schaarbeekois.
A modern artery that respects its heritage
“The objective of this renovation is to bring this avenue up to modern standards, while respecting its heritage. This balance had been worked on for many months and many years with the Brussels Region. The idea was to restore this avenue to its former glory“, while providing it with cycle paths, maintaining the passages of public transport and car traffic while reducing the influence of roundregardings.
“The goal is to restore this avenue to its primary function, which is that of a pedestrian promenade of the large working-class districts around the center of the town.“, adds the alderman. “This walk on the berm had become difficult in recent years as it was cut off by large roundregardings to allow cross-vehicle traffic. We have therefore decided to replace these roundregardings with narrower pedestrian crossings so that pedestrians no longer have to cross large spaces dedicated to cars.“
That said, despite 48 deletions, the rest of the parking spaces are maintained and will be spread over four strips. Also maintained, the directions of traffic. On the other hand, a hundred trees will be cut down once morest seven replanted.
After notification of the permit, the municipality will launch a European public market for an amount of eight million euros. After receipt of the offers and award of the contract, expected at the end of 2024, the construction site should begin in 2025 for work (in phases) which should last between 12 and 15 months.
