The Budget and Annual Operating Plan for fiscal year 2023, which amounts to one hundred and seventy thousand seven hundred three million eight hundred thirty-two thousand and fifty-one bolivars (Bs. 170,703,832,051) allocates 77.1% to guarantee the fundamental rights of the Venezuelan population as the essence of the Supreme social happiness, devised by the Liberator Father Simón Bolívar, and who was rescued by the Eternal Commander Hugo Chávez, as reported by the Executive Vice President of the Republic Delcy Rodríguez, before the National Assembly, when presenting this Project.
“Of this budget, 77.1% will be directed to social investment, to recover the care capacities of the population, to strengthen the production and distribution of food, to continue strengthening the health system with universal access, the education system public, free, universal and quality, strengthen the Great Housing Mission Venezuela and the Homeland Platform”, explained Executive Vice President Delcy Rodríguez from the speaker’s rostrum of the Venezuelan Parliament.
He also announced that 88% of the budget presented is derived from current income and 12% through public credit operations. He also explained that the regions will have a constitutional status of “8 thousand 293 million, of which 6 thousand 634 million bolivars correspond to the states and 1,659 million correspond to the municipalities,” he specified.
The Minister of Popular Power for Economy and Finance also explained that resources in the amount of 2 thousand 870 million are contemplated for the Compensation Fund of the Federal Government Council and an additional 2 thousand 262 million to attend health in the regions.

Commitments and challenges assumed for fiscal year 2023
Executive Vice President Delcy Rodríguez reiterated that the Bolivarian Government is committed to honoring the fundamental rights of the Venezuelan population related to food, health, education, roads and housing, to preserve the inclusion and social justice of the people as the essence of living well. of the sovereign and whose goals for 2023 include:
– Strengthen the Bolívar as the sovereign currency of Venezuela and the digital economy as the spearhead of economic recovery.
– Continue building the integrated system of public accounts that allows detailed monitoring of all State Budget resources, both from their origin and their use.
– Continue the transformation of public purchases and their standardization, to generate savings for the State and that these serve as another tool to promote national production.
– Review the Venezuelan regulatory framework with a view to promoting legal certainty to attract investment.
– Optimize administrative processes and associated costs faced by the entrepreneurial citizen and especially micro-enterprises.
In addition, Rodríguez highlighted that this Budget resulted from the discussion of more than 10,000 organizations in the country and that it is designed “to attack the social wounds caused by the financial and criminal blockade” imposed from Washington on the Bolivarian nation.
