Vehicle Environmental Score: Decoding the Criteria and Implications for French Market

From January 2024, each vehicle sold in France will be assigned an environmental score. Unlike the old criteria, this score will not only take into account CO2 emissions during use of the vehicle, but also those generated at each stage of its production. This score will be the determining criterion to know if a vehicle is eligible for the ecological bonus. The decree and the order detailing these criteria will be published in the Official Journal, and the list of eligible vehicles will be made public in December. The government stressed that the methodology followed by the Ecological Transition Agency (Ademe) to evaluate cars would be “ extremely rigorous ». To be eligible, cars must obtain a minimum score of 60 out of 80.

The environmental score at the heart of the ecological bonus

Chinese car manufacturers, even if they are not explicitly targeted by the new measures, will see their vehicles disadvantaged if they were made with Chinese materials and batteries. Indeed, these vehicles will likely have a less favorable environmental score due to long-distance transportation and the origin of the materials. They will continue to be sold, but will not benefit from state subsidywhich might increase their prices and reduce their competitiveness compared to European vehicles.

Chinese models particularly targeted

Bruno Le Maire, the Minister of the Economy, stressed that these new measures aim to remove the ecological bonus from vehicles with a high carbon footprint and to favor those emitting as little CO2 as possible. According to its estimates, this should lead to a reduction in the French carbon footprint of 800,000 tonnes per year. “ This is a common sense measure, emblematic of our green industry strategy. This will be a first in Europe “, he added. The aim of these new regulations is also to encourage manufacturers and their suppliers to produce in Europe. At the European level, Ursula van der Leyen also announced the opening of an investigation into Chinese government subsidies to its automotive industry, in a move aimed at more strictly regulating the sector.
