Eduardo Valdés is a national deputy for the City of Buenos Aires and was Argentine ambassador to the Vatican and chief of staff of the Foreign Ministry. He was also founder and director of the National School of Government of the National Institute of Public Administration.
Eduardo Valdés called out Scioli: “What have they turned you into, Daniel?”
Alejandro Gomel: Yesterday he questioned Daniel Scioli, current Secretary of Culture, for his position regarding the advancement of the constitution of public limited companies in football, and joked with the now classic phrase “what have you become, Daniel?” Has Scioli changed much in his opinion?
I am a person who always respected Scioli and I was surprised by the decision to be part of the current Government, but I am even more surprised by the decisions in the areas that are under his control.
A year and a half ago, when he briefly took over as Minister of Production, he inaugurated one of the Chapadmalal hotels, talking regarding the history and importance of social tourism, so that children who have no opportunity can see the sea, for example. However, as soon as he takes office, he closes Chapadmalal and Embalse Río Tercero, preventing contingents of families from the interior of the country who were registered from being able to access there this Holy Week. And the last thing is when he took a photo claiming that he is working in sports corporations, when there are images that at the time he celebrated the possibility of canceling this option when he was president of the Sports Commission a few years ago. I feel pain for the decisions Scioli is making.

AG: In the middle of all this, there is a PJ congress. What can come out of there?
I’m going to there. Fundamentally, of the PJ congress there will be a need to expand the field and to open a political action commission that will “gather trunks”, that is, gather the sheep that at some point have left the party. Besides, it will do us good to get together and see where to go next, analyzing the things we did wrong.
AG: Beyond deliberation and this need for self-criticism, do you see any leadership on the horizon that might appear on the spectrum?
Leadership is not created, it arises naturally.. We are in an institutional stage and I don’t dislike how we have been working. Both the governors, senators and deputies of the UxP bloc, social and union leaders we have put together a scrum to confront the omnibus law and the DNU.

We all worked a lot together from December 10 onwards. If there was no such union, we would have become much weaker. Now we are going to generate the rules to call internal elections in a short time so that new leaderships emerge.
The controversies arising from Milei’s appointments to the Court
Claudio Mardones: Milei has already announced that it will nominate two candidates to fill the vacancies on the Court. On the one hand, Judge Ariel Lijo and constitutionalist Manuel García Mansilla. There is talk that there is a part of Peronism that agrees with voting in the Senate so that Lijo has fewer setbacks and is a member of a highest court that has only one vacancy but two candidates. How do you see this speculation? And what do you think of Milei’s decision?
In these 48 hours I did not find a single Justicialist leader who told me that Milei called him to consult him regarding some nomination that he was regarding to make. Normally, when a minister of the Court is elected, it is assumed that one speaks beforehand with the opposition to see if the special majority that that candidate requires can be voted for. And in the UxP blocks it has not happened, beyond the names.
At the same time, I saw statements from Senator Juliana Di Tullio and Anabel Fernández Sagasti demanding that the remaining positions be for women.
Tarditti: “It seems like a provocation to leave Argentina a Court made up of 5 men for 20 years”
CM: In that sense, Victoria Villarruel not only said that she did not agree with Lijo’s nomination, but that she was expecting a woman for that position. But, apparently, there was contact from the Government with some candidates who said no. In that context, this would be plan B. How do you see that this debate can be synthesized where the main authorities find out regarding decisions of this kind through the media (as Villarruel declared)?
Two things: they ask me, but I am in a very different space than Villarruel, although I can say that they did not consult our space. First the libertarian bloc would have to have consensus to be able to promote it and there the presidency of the Senate is essential. In fact, I was also surprised by Villarruel’s statements.
AG: Some members of the Government say that they want to reach a consensus with Congress, but then, for example, the provisional formula comes out by decree. The same happens with the judges, since the names appear without having any type of consultation with any of the parties. Is there a way there to operate?
There is a disregard for Parliament. This is not new, we have been seeing it since the day the President decided to speak with his back to Congress. That’s why it’s difficult to get the proposals he makes approved later, and I’m not just talking regarding our opposition space.
Villarruel and his relationship with Karina Milei: “She’s brave, so am I and Javier is in the middle, poor little ham”
CM: In the legislative arena, we come from a week where a new special session was expected to discuss the National Fund for the Teacher Initiative, promoted by We Make the Federal Coalition. However, Margarita Stolbizer, a member of the block, withdrew the request and in the end it was not carried out either last week or this week. And there is this idea of being able to summon the presidency of the Lower House, Martín Menem, to accelerate the treatment. In the middle, commissions were formed and the negotiation remained there. But that exercise implied being able to reach an opposition demonstration of those who have been the quorum givers of the ruling party and those who have not, in order to reach 129 and be able to meet. It was not arrived. Does this impact the possibilities of gathering the same number for DNU 70/23 and that the next step to annul the decree can be completed? Or do you think that this, this weakness that has been left in the background, leaves open the possibility that the DNU remains standing and that this does not happen in the Lower House?
We are working to get the 129 votes required to overturn the DNU. In the session you refer to there were 124 deputies sitting on the benches out of 129 and as our president of the block, Germán Martinez, said, it was the “forces of heaven” who helped the Government, referring to the delay of our colleagues due to flights.
Javier Milei: “If the DNU falls in Deputies, we will return to the fray with other DNU”
CM: There is a lot of talk that, at least in the Deputies, there are 10 or 15 votes missing and it was expected that this exercise might happen this week with that special session that ultimately did not happen. And now comes the discussion of the new shortened version of the omnibus law, tax changes and a package of measures, but everything only for May. Is the operational time effective in this new stage to continue giving life to the DNU? What is the failure to be able to make that political demonstration?
There is no failure, we must coordinate 129 as quickly as possible, since the more time passes, the further we move away from the objective. Between this week and the next the issue will be raised. We have 99 that are intact to reach 129, there are 5 from the left, 6 from the Civic Coalition and many provincial deputies. Imagine that because of the retirement issue, last week 124 sat down, that is, it shouldn’t be so difficult for 129.
