The US House of Representatives adopted an emergency funding measure on Saturday, a key step in pushing back the paralysis of the federal administration a few hours before this dreaded “shutdown”. The text (335 yes, 91 no) must now pass the Senate.

The twist came following Republican House Speaker Kevin McCarthy earlier proposed a last-ditch attempt to prevent the shutdown. The Democrats gave him their support.

Even if the House passes the bill, the Democratic-majority Senate may not have enough time to pass the measure and have President Joe Biden sign it before the deadline expires at 12:01 a.m. Sunday (0401 GMT).

Continuation of negotiations made possible

On Friday, elected representatives of the lower house of the American Congress opposed by 232 votes to 198 a text providing for funding from the federal government for a period of 30 days to allow parliamentarians to continue negotiations.
The text included many policy additions from conservatives that Democrats opposed. These measures will not be considered in the new bill, which would extend funding for 45 days. “I want the government to remain open while we finish our work,” Kevin McCarthy told reporters following a closed-door meeting of his party.

The Senate, with a Democratic majority, scheduled another procedural vote Saturday on a stopgap bill to fund the government through November 17, which has broad bipartisan support, but which the House of Representatives, controlled by Republicans have so far rejected.
Federal agencies have already developed detailed plans detailing what services will need to be maintained in the event of a shutdown, such as airport screenings and border patrols.
In the event of a shutdown, most of the approximately 4 million federal government employees would not be paid, whether they work or not.
