States that offer tuition to unauthorized immigrant students through state legislative action include Colorado, Connecticut, Kansas, Maryland, Minnesota, Nebraska, New Jersey, New Mexico, Oregon, Utah, Virginia, and Washington.
These laws provide the benefit of access to higher education, but students must meet the requirements of attending state secondary schools and applying for legal status within an estimated time.
On the other hand, seven regions have university systems for undocumented people: Hawaii, Kentucky, Maine, Michigan, Ohio, Oklahoma and Rhode Island.
