US restrictions on chip exports to China are not a “siege” (Sullivan)

Davos (Switzerland) (AFP) – US National Security Advisor Jake Sullivan said that US restrictions on exports of advanced chips to China are aimed at maintaining national security and not disrupting trade, following implicit criticism from Beijing.

“I want to be clear that these specific measures do not constitute a technology blockade,” Sullivan said at the World Economic Forum in Davos on Tuesday. “They do not seek to restrict trade and investment more broadly and in fact they do not.”

He added that US restrictions on semiconductors include “broad cuts to commercial chips, chips that can help promote economic progress.”

He continued, “Our strategic competitors should simply not be able to exploit American technology to undermine our national security or the national security of our allies and partners.”

In a speech before the forum on Tuesday, Chinese Prime Minister Li Qiang denounced “discriminatory” trade barriers as a threat to the international economy, in a clear reference to US measures.

He noted that “new discriminatory trade and investment measures” appear every year and “any obstacles or obstacles might slow or stop the global economy.”

Lee did not mention any countries by name, but Beijing has entered into disputes with the United States and the European Union over trade in recent years, especially regarding advanced technology and clean energy.
