US-China Talks on Taiwan, Ukraine, and Bilateral Relations: Insights from the Wang Yi and Jake Sullivan Meeting in Malta

Chinese Foreign Minister Wang Yi held discussions with US National Security Advisor Jake Sullivan, Saturday and Sunday, on the island of Malta.

Separate statements from the Chinese Foreign Ministry and the White House said that the two officials held “frank, objective and constructive” talks during several meetings on September 16 and 17.

The White House statement said that the discussions dealt with Russia’s war on Ukraine, peace and stability across the Taiwan Strait, in addition to pivotal issues in bilateral relations.

According to the Chinese statement, Beijing reported that “Wang Yi stressed that the Taiwan issue is the first red line that should not be crossed in Sino-American relations.”

The two statements also indicated that the two sides agreed to continue high-level meetings and conduct bilateral consultations regarding Asia-Pacific affairs, as well as maritime issues and those related to foreign policy.

Archyde.com quoted an unnamed American official as saying that his country believes that there are “limited” indications that China It may allow some communications between the armies of the two countries.

The US official noted that Sullivan raised in his talks with Wang Yi concerns related to China’s assistance to Russia and Beijing’s recent activities in the Taiwan Strait.

Sullivan’s meeting with Wang is the latest in a series of high-level talks between US and Chinese officials that might lay the groundwork for a meeting between the two countries’ presidents Joe Biden and Xi Jinping later this year.

Dialogue between the two countries has resumed in recent months through successive visits by American officials to Beijing.

US Commerce Secretary Gina Raimondo, Secretary of State Anthony Blinken, and Treasury Secretary Janet Yellen visited China this year to ensure continued communication between the two countries.

Biden and Xi last met in 2022 on the sidelines of the G20 summit held on the Indonesian island of Bali.

Tensions escalated between Beijing and Washington following the visit of former House Speaker Nancy Pelosi to Taiwan in August 2022, and increased in intensity last February due to the flying of Chinese balloons in American airspace, which the United States considered an espionage attempt.
