The mixed parity committee is made up of seven deputies and seven senators. Its composition responds to considerations of a technical and political order and of balance between the groups. First, the chairman and the rapporteur of the committee responsible for examining the text are part of the delegation.
Then, since a tacit agreement of 1981, the delegation of each assembly is composed of five representatives of its majority and two representatives of its minority. From 2019, however, for the senatorial delegation, four representatives of the majority and three of the opposition are appointed. Finally, the political balance should be respected: seats are allocated, within each delegation, in proportion to the size of the groups.
As pointed out Public Senatewith the Republicans, the majority in the Senate, and the members of the presidential majority, which dominates the Assembly, supporters of the reform will be in the majority in this CMP. “The joint committee will necessarily have an important role, because the Assembly has not decided on the text. Usually, the CMP is the negotiation between the debates that took place in the Assembly and the debates in the Senate, with the aim of improving the text. There, it will be a somewhat unilateral CMP, so it takes on a new dimension”underline Senator LR René-Paul Savaryrapporteur of the bill in the Senate.
