A serial sex offender who has been committing robbery and sexual assault for five years targeting only women in their 20s and 30s who live alone has been released from prison today.

A ‘disclosure’ order has been issued, but the women who might be the target of further crimes do not know who this person is.

50 years old this year, 180 cm and 78 kg.

In 2007, Mr. Park, who was ordered to disclose his identity and registered as a sex offender, traveled all over Gwangju and committed serial sexual assault and robbery for five years.

More than ten victims were all women in their 20s and 30s living alone.

I made a detailed preliminary investigation by going around studio villages and residential areas, and even stole women’s underwear.

After being sentenced to 12 years in prison, he was released, and following another robbery and sexual assault was uncovered, he was released today following serving an additional three years.

People aware of his existence have recently expressed their insecurities on the Internet.

″Either arranging a dedicated probation officer or meticulously assigning regulations, but this cannot be a fundamental solution…″

There are some sex offenders whose names and faces are known through media reports, such as Jo Doo-soon, Kim Geun-sik, and Park Byeong-hwa, but most of them are difficult for people to know even if their identities are revealed like Park.

So I mail it to residents of the surrounding area, but the problem is that it is only sent to homes with children under the age of 19.

Most women in their 20s and 30s, who were the targets of Mr. Park’s crimes, do not receive this notice, as houses without minor children or single-person households are excluded.

In fact, a 44-year-old former sex offender living in Dobong-gu, Seoul, was also ordered to disclose his identity, but many neighbors do not know.

It is a neighborhood with many single-person households, with multi-family homes and villas lined up.

The Ministry of Gender Equality and Family advertises that sex offender personal information can also be received as a service from SNS companies, but even this can only be applied for by “heads of households with children under the age of 19.”

Despite strong opposition from the community, there is still no way to limit where sex offenders reside.

As such, it is pointed out that the personal disclosure and notification system should be more elaborately supplemented.
