LIBREVILLE, Gabon, November 26, 2024 -/African Media Agency(AMA)/- The 58th ministerial meeting of the United Nations Permanent Advisory Committee on Security Issues in Central Africa (UNSAC) will take place from November 25 to 29, 2024 in Bangui, the capital of the Central African Republic (CAR). It will be structured around an important theme: “the impact of economic development on the processes of reconstruction and reconciliation in post-conflict contexts”. The conclusions of the field mission carried out from October 7 to 11 in three Angolan provinces by members of the Committee Bureau will enrich the debates.


The agenda for the 58th session of the UNSAC also includes discussions on several topics related to the geopolitical, security and humanitarian situation in the sub-region. Issues relating to climate change, human rights, maritime security in the Gulf of Guinea, transhumance, terrorism in the Lake Chad basin, hate speech, etc. will be at the heart of the discussions. Member States will also share information and analyzes on the transition processes that have taken place or are underway in certain countries as well as on mediation efforts with a view to a return to lasting peace in the East of the Republic. Democratic Republic of Congo (DRC), among others.

Furthermore, the Bureau of the Committee, which includes Angola (Presidency), CAR (1st Vice-Presidency), Chad (2nd Vice-Presidency) and Equatorial Guinea (Rapporteur), will report on the activities carried out during its mandate as well as a status of the implementation of the recommendations of the 57th meeting held from May 20 to 24, 2024 in Luanda. All files will be reviewed by focal points and experts from Member States and organizations with observer status (November 25-28, 2024). Their report will be submitted to Foreign Ministers and heads of delegation for examination and adoption (November 29, 2024). Senior UN officials will take part in this ministerial segment, including the Special Representative and Head of UNOCA, Abdou Abarry.

NOTE TO EDITORS

■ A new Committee office will be set up during the work in Bangui. According to custom, the rotating presidency, currently held by the Angolan Minister of Foreign Affairs, will be entrusted to his Central African counterpart for six months. This will then be the third time that the CAR will assume this responsibility since UNOCA has been responsible for the UNSAC Secretariat. She had already taken charge following the 33rd and 42nd meetings of the Committee respectively held from December 5 to 9, 2011 and June 6 to 10, 2016 in Bangui.

■ Established on May 28, 1992 by the UN at the request of the Economic Community of Central African States (ECCAS), UNSAC is made up of the following countries: Angola, Burundi, Cameroon, Central African Republic, Congo, Democratic Republic of Congo, Gabon, Equatorial Guinea, Rwanda, Sao Tome and Principe, Chad. Its mission is to promote arms limitation, disarmament, non-proliferation and development in Central Africa. It also carries out rebuilding and confidence-building activities between member states. A related annual report is presented to the UN General Assembly.
